The City of Everett is accepting applications on an open/competitive basis for one (1) appointive position to fulfill this body of work. The position and level of engineer hire will be determined by the applicant’s qualifications for Associate Engineer PE or Associate Engineer NPE. This position works primarily with the Operations division of Public Works.
ABOUT THE JOB
The successful Associate Engineer PE or Associate Engineer NPE candidate will perform engineering analysis, stake holder coordination, and project management tasks as they relate to capital improvement projects under supervision of the Principal Engineer. Work entails collaborating with Operations division staff, third party consultants, contractors, institutional partners, and community stake holders to plan, design, permit, and construct capital improvement projects. Capital improvement projects in the Operations division are typically multi-disciplinary projects located at Everett’s regional water filtration and sewer treatment plants. The successful Associate Engineer PE or Associate Engineer NPE candidate will play an integral role guiding analysis, design, and construction teams from project development through project completion. Individuals in this class are expected to possess knowledge of engineering analysis and design standards specific to civil infrastructure, water/wastewater treatment, and construction practices, and will encounter a wide variety of work situations requiring the use of technical judgement and task or team coordination.
About the Department:
The Operations division of the Everett Public Works Department operates and maintains Everett’s regional water filtration and sewer treatment plants, the Port Gardner Storage Facility, citywide stormwater detention and treatment systems, multiple water storage tanks and reservoirs, multiple water and sewer lift stations, and many types of system control, monitoring, and communications infrastructure. Under supervision of the Principal Engineer, this position will participate in management and execution of multi-disciplinary engineering projects as required to meet infrastructure operations and maintenance needs. JOB DESCRIPTION:
Under supervision of the Principal Engineer, Associate Engineer NPE level staff will perform entry to mid-level civil engineering work and Associate Engineer PE level staff will perform professional-level civil engineering work in the planning, analysis, design, construction, operation, maintenance and management of public works engineering projects. Review of the work lies in the accuracy and utility of the finished product, and the promptness with which operating deadlines are met.
Job Responsibilities:
- Prepare plans, specifications, cost and quantity estimates and bid procedures for public works and other city construction projects.
- Provide support to coordinate and prioritize engineering projects with other city departments, county and state departments, and other relevant agencies or parties.
- Determine steps to be taken to process projects; prepare estimates as to time needed; schedule and coordinate the acquisition of data; coordinate the completion of designs in accordance with established schedules; conduct construction site visitations, inspections, and evaluations as necessary.
- Provide technical engineering support services relative to assigned area of responsibility; assitst construction inspectors in the interpretation of plans and resolution of problems during construction; review as-built plans to ensure compliance with original plans and specifications.
- Assist Principal Engineer on major construction or design projects; serve as project engineer on construction or design projects of smaller scope.
- Respond to inquiries from staff, the public and other agencies regarding engineering projects; provide technical engineering expertise to others within the department and other workgroups.
- Evaluate designs and coordinate with maintenance and operations staff in the Operations division to determine the impact of the implementation of such designs.
- Maintain constant awareness of progress on assigned projects to assure compliance with designated time and cost schedules for project completion.
- Perform related work and special projects as assigned.

ELIGIBILITY REQUIREMENTS:
A combination of education and related experience may substitute for education requirements.
Associate Engineer PE position requires:
- Bachelor's Degree in Civil Engineering AND
- 4 years’ experience in civil, design, utility, or construction engineering AND
- Registration as a Professional Civil Engineer in the State of Washington, or the equivalent license or certification from another state, federal, military and/or association or licensing body that is equivalent in qualifications and experience.
Associate Engineer NPE position requires:
- Bachelor's Degree in Civil Engineering AND
- 2-3 years’ experience in civil, design, utility, or construction engineering
- EIT License preferred but not required
