The Assistant Director of Public Works assists in managing the operations and infrastructure of the Public Works Department, which includes water distribution, sanitary sewer collections, stormwater (MS4), streets and ROW maintenance, facilities, and public works inspections. This role supports the Director in overseeing public works projects and daily operations, with a focus on communication, collaboration, and reporting. The Assistant Director will also play a key role in overseeing Capital Improvement Projects (CIPs), ensuring they are completed on time, within budget, and to high-quality standards. Leadership, customer service, sustainability, and performance metrics are central to the role, ensuring long-term operational success and community satisfaction.

Primary Duties & Responsibilities
- Provide oversight and support for CIPs, ensuring projects are completed on schedule, within budget, and meet quality standards.
- Collaborate with contractors, engineers, and city staff to ensure seamless execution and compliance with regulations.
- Communicate progress, challenges, and solutions to the Director and other stakeholders.
- Provide regular reporting on project status, including updates on timelines, budgets, and quality assurance.
- Manage the maintenance and repair of the city’s water, wastewater, MS4 systems, streets, ROWs, and facilities.
- Coordinate with the Public Works Superintendent to ensure timely completion of inspections and projects.
- Foster communication and collaboration between divisions to enhance operational efficiency.
- Mentor and develop team members, fostering a culture of safety, teamwork, and professional growth.
- Promote training opportunities and leadership development within the department to ensure continuous improvement.
- Ensure adherence to safety standards across all operations.
- Serve as a liaison between the Public Works Department and the community, addressing concerns and complaints related to infrastructure, water services, and public works operations.
- Ensure clear and consistent communication with residents, businesses, and other city departments to maintain high service levels and transparency.
- Ensure the integration of sustainability practices into public works projects, emphasizing water conservation, energy efficiency, and environmental stewardship.
- Promote environmentally friendly practices in the maintenance and repair of infrastructure and in project planning.
- Track and report key performance indicators (KPIs) to measure operational efficiency, project progress, and service delivery quality.
- Regularly evaluate team and project performance, implementing improvements where necessary to meet city objectives.
- Assist in developing the Public Works Department’s budget, prioritizing the effective use of resources for operations and capital projects.
- Oversee procurement processes and ensure responsible use of department funds for equipment and materials.
- Report on budget performance and resource allocation to ensure transparency and fiscal responsibility.
- Ensure adherence to all federal, state, and local regulations related to water distribution, wastewater collection, stormwater management, and infrastructure.
- Maintain thorough documentation and reporting to regulatory agencies as required.
- Utilize CMMS for tracking work orders, asset management, and preventive maintenance scheduling.
- Implement ESRI-based GIS for mapping, infrastructure planning, and progress reporting.
- Lead and coordinate the department’s response to emergencies, ensuring clear communication and collaboration across teams.
- Regular attendance at work is required.

EDUCATION & EXPERIENCE
- Bachelor’s degree in civil engineering, environmental science, Public Administration or a related field from an accredited college or university is required. Equivalent experience in public works management may be considered as substitute for educationrequirement
- A minimum of five (5) years of experience in Public Works operations, including management or supervisory roles.
CERTIFICATIONS & LICENSES
- TCEQ Class C Water Distribution license required, TCEQ Class B Water Distribution preferred.
- TCEQ Class III Wastewater Collections license required, or ability to obtain within 6 months of employment.
- Class C Texas Driver License required.
