The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport (FLL) and the North Perry Airport (HWO) is seeking qualified applicants for the position of Airport Manager/Emergency Manager. The purpose of this class within the organization is to plan, organize and direct the activities in the Emergency Management area of the Aviation Department.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. The Airport Manager will lead the departmental mission essential function that develops and updates airport emergency plans, Emergency Operations Center (EOC) Standard Operating Procedures (SOP), fosters a culture of emergency preparedness throughout and beyond the airport community.
Minimum Education And Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework i n Aviation Management, Business Administration, Emergency Management or a closely related field.
Requires four (4) years in airport emergency management or a closely related field including one (1) year of supervisory experience.
Special Certifications and Licenses
Must possess a valid Florida Driver's License with the authority to drive a county vehicle for the duration of the appointment.
Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge, with a customs seal.
Preference
- Completed NIMS 100, 200, 300, 400, 700, and 800

Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class.
- Perform high level management and professional administrative work in planning, organizing and directing the activities of the Airport's Emergency Management Section.
- Under administrative supervision, develop and implement programs within organizational policies and report major activities to executive level staffing through meetings, conferences and reports.
- Lead emergency management personnel to carry out all emergency management functions: planning, preparing, training, exercising, response, recovery, and mitigation.
- Lead the development and delivery of airport emergency training, and the design, development, and follow-through of discussion and operations based exercises.
- Lead the research and development of evolving technology and best practices in the development of the EOC and communication platforms of the future.
- Respond to airport emergencies at the Emergency Operations Center, Command Post, or directly on-scene as applicable.
- Actively engage/solicit collaborative synergy amongst internal and external stakeholders with regards to emergency planning, resource allocation, and asset utilization.
- Conducts employee training and development and response to employee issues; prepares employee performance evaluations.
- Provides oversight and management control of special projects, contracts administration, and daily work assignments for office and field personnel; provides regulatory compliance oversight to include the development of policy and procedures to ensure regulatory compliance; interacts with airport stakeholders to build relationships and respond to issues.
Management may assign additional functions related to the type of work of the job as necessary.
Assists in administering through subordinates the planning, scheduling and coordination of business and planning, procedures and priorities to meet established goals; reviews airport development projects identified in the master plan; assists in the monitoring of project progress; provides oversight and coordination as well as participates in meetings for airport improvement projects with airport planning.
Oversees planning of special events; sits on numerous committees pertaining to marketing and public relations, coordinates with County and State officials; plans, coordinates and implements programs related to airport operations or maintenance.
Prepares and reviews hurricane and emergency plans; plans, monitors and facilitates all functions, activities, performances, and operations relating to parking; inspects parking facilities, storage areas and offices to ensure compliance with contractual obligations and established rules and regulations.
Develops, implements and monitors operating budget; prepares annual operating budget and capital improvement submittals; reviews and approves contractor invoices and purchase requests.
Handles airline-related challenges ranging from construction to relocation which impact gates, ticket counters, and other common-use and proprietary systems; reviews and approves seasonal airline schedules for international gates as well as domestic per-use gates to maximize utilization.
Engages airline station managers in both formal and informal meetings to maintain open communications and solve operational issues; communicates on strategic and tactical plans that could impact the airlines.
Responds to airport emergencies; coordinates emergency response training and updates emergency response manuals.
Conducts employee training and development and responds to employee issues; prepares employee performance evaluations.
Provides oversight and management control of special projects, contracts administration, and daily work assignments for office and field personnel; provides regulatory compliance oversight to include the development of policy and procedures to ensure regulatory compliance; interacts with airport stakeholders to build relationships and respond to issues.
Acts in place of the Division Director in his/her absence.
