The City of Monterey Park seeks to fill a Battalion Chief position for the Fire Department. Under the direction of the Fire Chief, this position will serve as one of the four Battalion Chiefs charged with administration or emergency operations, as well as oversight and management of assigned divisional responsibilities. This can include fiscal monitoring of the department’s budget; program development and implementation, promotion of community involvement, assistance with establishing division goals and objectives or any other task assigned by Fire Chief. Battalion Chief’s shall work a 48/96 Shift (Operations BC) or 40-hour Shift (Administration BC).
Duties may include planning, organizing, and directing programs and activities of the Fire Department; taking incident command of personnel, apparatus and other resources in response to fire and emergency medical service calls; assists in the development and administration of departmental rules, regulations, procedures, and policies, departmental budget, performance standards, tactics, and training programs; recommends and initiates division purchases; prepares, detailed reports on department activities and conduct special studies; assumes major responsibility for staff functions and activities, such as personnel administration and training.
The Community
Incorporated on May 29, 1916, Monterey Park is a city that combines a century of history and tradition with a modern approach to business, neighborhoods, people, and community. The city is a full-service City, providing its own fire, police, library, parks and recreation, water service, and infrastructure maintenance.
The gateway to the San Gabriel Valley, Monterey Park is located seven miles east of downtown Los Angeles and encompasses an area of 7.72 square miles with approximately 60,269 residents and an additional daytime population of more than 20,000 as a result of the student population at the local community college and business employers in the city.
The city consists primarily of suburban residential neighborhoods balanced by commercial facilities. It is bordered by three major freeways: the San Bernardino (10), Long Beach (710) and Pomona (60) freeways; and the City offers many economic and cultural advantages. Upcoming development projects will provide new growth in retail, hotels, jobs, and economic support to the city.
Several critical infrastructures in the city are the Metropolitan Water District Reservoir that is a major feeder line to Long Beach, the Southern California CHP Headquarters, and the Los Angeles County Sheriff’s Headquarters.
The Fire Department
The Fire Department is comprised of 59 full-time and part-time sworn and non-sworn employees who pride themselves on serving the community with the highest quality and level of standard care in emergency response and community services.
The Department is organized into five divisions: Administration, Fire Prevention, Operations, Training, Fire Prevention/Code Enforcement and Community Risk Reduction. The Department also manages and operates an OES Strike Team engine, USAR unit, and management of the City’s Emergency Operations Center. Knowledge of modern methods of fire department administration; local, state, and national safety codes, ordinances, and laws relating to fire fighting and prevention, building materials, and construction methods, arson laws, arrest procedures, court procedures and evidence control; principles of combustion; geography and demographics of the City, major fire hazards, water supply in the City; procedures of fire and arson investigations, principles of public administration, budgeting, supervision, training, personnel and municipal government; new developments in techniques and equipment used in modern firefighting, fire prevention, equipment, maintenance, and drill procedures.
QUALIFICATION GUIDELINES
Education & Experience
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
- Bachelor’s degree in Fire Science, Public or Business Administration, or related field; and
- Five years of fire suppression and prevention experience, including three years as a Fire Captain or company commander.
Applicants without a bachelor’s degree or stated years of experience are to submit supplemental information regarding the “equivalent combination of education & experience” to assist in determining qualifications.
Licenses & Certifications
- Possession of an OSFM Chief Fire Officer certification, or completion of all four (4) Chief Fire Officer courses is desirable. Chief Fire Officer certification or completion of all four (4) Chief Fire Officer courses must be completed within 12 months of employment and maintained as a condition of employment.
- A valid Class C Driver License with FF endorsements or equivalent are required at time of application.
- EMT certification required at time of application.
- Qualified Strike Team Leader and/or Task Force Leader certification is highly desirable.

- HOLIDAYS: 12 hours/month paid the 1st pay period of each month.
- VACATION: 144 hours each year plus additional 24 hours for each year served to a maximum of 312 hours per year.
- SICK LEAVE: 144 hours per year.
- CASH OUT OF ACCRUED LEAVE: Employees may elect to cash out up to 6 shifts.
- MEDICAL INSURANCE: The City contributes $1,995 per month toward the medical premium for employee and eligible dependents. $300 cash-in-lieu.
- DENTAL INSURANCE: The City contributes $95/mo toward the dental premium for employee and eligible dependents.
- VISION INSURANCE: The City contributes up to $20/mo toward vision insurance for employee and eligible dependents.
- LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available.
- LONG TERM DISABLITY INSURANCE: The City contributes $33 per month toward the premium for long-term disability insurance for the employee.
- RETIREMENT: Employees are covered by the Public Employees' Retirement System. Classic employees CalPERS retirement formula is 3%@55, single highest year. New CalPERS members retirement formula is 2.7%@57, three average years as determined by PEPRA. Classic members pay the full 12% and new members pay 14.25% of the employee contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
- EMPLOYEE ASSISTANCE PROGRAM: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues.
- CREDIT UNION: F & A Credit Union is available to employees.
- AGENCY SHOP: Positions in this collective bargaining unit are required to join the Union or pay an equivalent service fee.
- DEFERRED COMPENSATION: Available to all employees who wish to participate.
- EDUCATIONAL INCENTIVE PAY: 2% of base salary per month for Associate's; 5% of base salary per month for Bachelor's; 6% of base salary per month for Master's.
- TUITION REIMBURSEMENT: Those who pass probation are eligible for reimbursement of approved courses and books at Cal-State LA rates.
- CERTIFICATION PAY FOR SKILL AND OTHER PAY: $60 per month for Company Officer; $120 per month for Chief Officer (not cumulative); $200 per month for EMT-D premium; $300 per month for Task Force Leader/ Strike Team Leader/Executive Fire Officer.
