Summary Objective
The purpose of this position is oversee the areas of Fire Rescue, Law Enforcement, Ocean Rescue, Emergency Management, Code Compliance, Parking Enforcement, School Crossing Guards, and Park Rangers for the City of Deerfield Beach, to ensure financial and operational accountability, providing the highest quality of public safety service to the residents, visitors, and businesses in the City.
This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Provides operational direction and accountability to all divisions.
- Analyzes, reviews, monitors, and develops budget to ensure fiscal accountability.
- Reviews purchase requisitions, payment of invoices and processing of receivables.
- Creates, develops, analyzes, and writes policies, protocols and codes.
- Reviews department status and updates with City Administration.
- Represents City in municipal hearings.
- Investigates, discusses, and provides feedback on Commission requests.
- Investigates, discusses, and provides feedback on citizen complaints related to public safety.
- Develops future strategy to ensure successful implementation of public safety goals.

Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s Degree in Public or Business Administration, Emergency Management, Police Science or related discipline.
- Ten (10) years of management experience in law enforcement, fire rescue, public safety, emergency management or related major or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- Introductory, Intermediate, and Advanced FEMA/ICS training.
- Professional Certification in Fire Rescue, Law Enforcement, or similar.

- Ability to articulate and represent plans to City staff, the Commission and the public.
- Ability to guide and advise City personnel in related tasks and activities.

- Ability to prepare professional presentations and present to City Commission.
- Ability to make recommendations that impact the budget and manage and determine the allocation of the budget.
- Ability to use small office equipment and computers.
- Ability to communicate and deal effectively with the public, City officials, and other City employees.
Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Work Environment
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
WORK HOURS
Monday – Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)

Essential Safety Functions

Emergency Management Responsibilities
Note: During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.
