Overview:
Under general guidance assists in managing the Maintenance Resources Management section consisting of Fleet Management and analysis, Maintenance payroll and attendance, fuel data systems, Maintenance workforce and requisition control, and Enterprise Asset Management (EAM) administration. Responsible for maintenance planning and forecasting, budget administration, contracts administration, and preventive maintenance scheduling.
This is an exempt position in Salary Grade 220: Min $110,178 - Mid $132,214 - Max $154,250 annually. The starting salary will be within this range based on qualifications.

Responsibilities:

- Administers the day-to-day activities of the department’s function; provides direction to the staff, resolving employee problems and preparing administrative reports.
- Inspects the work in process and reviews completed work for quality control; makes decisions to approve work.
- Oversees the Maintenance Department payroll and attendance functions. Coordinates related procedures between operating bases. Ensures compliance between Authority and Collective Bargaining Agreement policies and provisions.
- Coordinates fleet assignments and vehicle movement. Directs the use of the contingency fleet and tracks usage. Oversees the preparation of technical specifications for non-revenue vehicle procurement and material/service contracts.
- Oversees and ensures appropriate procurement practices and policies are adhered to by staff. Ensures that effective communication and dialogue is maintained between agency departments and procurement staff. Plans and conducts procurement quality assurance reviews and implements changes as appropriate. Reviews contracts for conformance and compliance with CAMM.
- Oversees computer application training sessions and conducts periodic training classes on EAM system. Responds to user problems and questions concerning computer systems.

- Supervises the performance and development of staff. Participates in recruitment, career path development and coaching, the performance evaluation process, and the development of individual performance plans.
Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.
- Leads fleet reporting to Federal and State agencies. Monitors current and future technologies to meet Federal and State requirements. Plans and implements to Authority’s policies on fleet dispositions.
- Analyzes base operating practices such as computer data input, record-keeping systems and forms control to determine maximum efficiency levels. Audits performance standards to create or revise performance benchmarks as needed. Audits data input for quality assurance. Assists in resolving electronic transactions to identify proper disposition.
- Prepares database or spreadsheet presentations for management analysis or review. Delivers presentations to management groups using verbal and audio-visual skills.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
- Develops and maintains collaborative working relationships.
Qualifications:
Any combination of education and experience equivalent to a bachelor’s degree in business administration, public administration, or related field and a minimum of five years related experience, three years of previous management experience preferred. Previous Maintenance experience is desired.
