Occupational Summary
Leads and manages a broad range of activities associated with pre-design, design, pre-construction, construction, closeout, occupancy and warranty enforcement for multiple complex and multi-faceted building, renovations, and modernization projects.
Provides overall leadership, management skills and experience to ensure that each project is successful in terms of quality, schedule and budget and manages staff resources to accomplish this goal. Knowledge of applicable government regulations and procedures.
EXAMPLE OF DUTIES
- Supervises, manages and coordinates FF&E relocation projects in accordance with the District’s policies including supervising the receipt, installation, assembly and relocation of FF&E. Plans, assigns and reviews the work of several FF&E coordinators and consultants. Develops and monitors the work of relocation contracted personnel engaged in the District’s relocation projects.
- Prepares reports and maintains logs on projects related to District-wide FF&E relocation schedules including the preparation of long range FF&E relocation schedules. Coordinates with the project management personnel and District staff including Region and school-based personnel, the work requirements of the specific FF&E relocation project and takes appropriate action to complete assigned projects.
- Provides estimates and issues work orders to meet the schedules and budgetary controls based on estimates for the FF&E relocation projects assigned. Evaluates and recommends approval of term bidders payment requisitions, and participates in budgeting, cost analysis, and project accounting functions.
- Regularly visits sites as required to coordinate with schools/facilities staff the most effective method of delivery to minimize impact of school’s day-to-day operations and to review and supervise the status of construction and the relocation projects.
- Responsible for all issues pertaining to FF&E relocation services projects. Manages the FF&E relocation contract including making recommendations for the update of the Term Bid as required. Issues requests for quotes to qualified term bidders. Receives, analyzes, and recommends award of quotes in accordance with quotes received for FF&E relocation services.
- Manages the preparation of required purchase order documentation based on the quotes received and awarded to term bidders. Monitors construction completion dates, occupancy dates, and updates schedules for FF&E relocation services in accordance with the polices of Capital Improvement Projects.
- Designs and develops systems procedures and methods to promote more efficient and effective FF&E Capital Improvement Projects.
- Directly supervises the term bidder’s staff performing FF&E relocation services for projects assigned to ensure projects are completed safely and on time.
- Reviews drawings, Florida Inventory School House (F.I.S.H) documentation and FF&E purchase order logs to ensure that assigned functions are performed in accordance with the needs and requirements of the school/facility; determines additional services requirements based on scope changes and requests for changes in the projects assigned. Negotiates cost and issues additional services requests and awards.
- Performs other duties related to general administrative responsibilities of the position.
Physical Requirements
This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity. The work is performed primarily indoors and outdoors and requires frequent in-county travel.
Minimum Qualification Requirements
- Bachelor's degree in Engineering, Architecture, Construction Management, Public Administration or other related field. Master’s degree in related field preferred.
OR
Seven (7) years of documented progressive management experience working for a large corporation or public agency with in developing, organizing and executing facility maintenance and construction contracts three (3) of those years’ experience in direct supervision of a large workforce, including subcontractors, engaged in institutional and/or commercial construction, trade or contracted personnel for a large multi-faceted operation.
- Possession of a valid Florida driver’s license.
- Knowledge of federal, state and local laws, codes, ordinances and rules pertaining to the design, construction, occupancy, procurement and maintenance of educational and ancillary facilities.
- Skilled in the use of computerized maintenance management systems and project scheduling software.
- Thorough knowledge of physical plant or facilities equipment operation, maintenance and design; and knowledge of leading edge methods of providing efficient and effective facilities operations services desired.
- Demonstrated knowledge of all facets of facilities management and the construction industry, including planning, estimating, budgeting, scheduling, and reporting.
- Ability to manage a full service facility maintenance program for multi-facility building locations.
- Demonstrated ability to communicate effectively in both oral and written forms.
