Overview
Under general direction, is responsible to assist the Director in planning, directing, managing, and overseeing the activities and operations of the Office of Management & Budget regarding budget preparation and implementation. Coordinates assigned activities with other City departments and outside agencies; provides high level complex budgetary and financial analyses to support the Director and others in City leadership. Exercises direct supervision over assigned staff.
Responsibilities
· Provides highly responsible and complex support to the Director of Management & Budget.
· Involves preparing monthly/quarterly financial reports; analyzing significant variances and presenting information to City officials, executive leadership team and others as required.
· Forecasts revenues and expenditures for the City's General Fund and other funds using trend analysis or other appropriate models; assist with economic trends and predicting impact on City finances.
· Performs research and statistical analysis, prepare complex narrative reports, correspondence and other documents.
· Assists in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
· Assists in developing and overseeing citywide budget processes such as business planning, capital budgeting, and cost of service studies. Assists with planning departmental and CIP initiatives.
· Prepares financial budgetary materials for City Manager and City Council. Assist with developing and implementing budget policies and formulate recommendations to the Director.
· Stays abreast of new trends and innovations regarding budgetary planning and implementation on an organization-wide basis.
· Coordinates budget process and helps prepare the annual budget documents.
· Involves gathering, analyzing, reviewing, and distributing information to staff and departments.
· Assists with the compilation of the annual budget documents.
· Assists Budget staff with complex problem situations and providing technical expertise.
· Develops complex worksheets and schedules in support of the various financial reports for all funds in the budget.
· Supervises assigned staff and assists the Director with assigning, scheduling and monitoring work.
· Evaluates employee performance and prepare/review employee performance documents.
· Coach, counsel, motivate and maintains a cohesive team.
· Identify and resolve staff differences, conflicts and deficiencies.
· Interview applicants and recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
· Evaluates organization structures for improved efficiency including staffing levels and job design.
· Enforces personnel rules and regulations and work behavior standards firmly and impartially.
· May be asked to perform other duties as assigned

· Exempt – Full-Time
·Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications
· Bachelor’s degree (BA/BS)
· Seven (7) years of experience
Licenses and Certifications

· A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:
Temporary housing assistance
· Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc) for the purpose of obtaining temporary or permanent living arrangements.

Basis of Rating
