PAY AND BENEFITS
Annual Pay Range: $49.405831 - $66.698143
Hourly Pay Range: $102,764.13 - $138,732.14
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

If so, Clackamas County's Department of Public and Government Affairs (PGA) invites you to apply for the role of Public Affairs Manager.
As the Public Affairs Manager, you will lead Clackamas County's strategic communications, media relations, and community engagement efforts. Overseeing a team of communication professionals, you will develop high-impact public relations campaigns, manage media outreach, and direct creative services to connect the county with residents, businesses, and stakeholders. Ensuring alignment with the Board of County Commissioners' vision, you will promote transparency, encourage public participation, and enhance trust in local government. As a key spokesperson, you will build media relationships, oversee public involvement programs, support emergency communications, and manage branding, marketing, and outreach initiatives. Additionally, you will supervise staff, coordinate with county leadership, and oversee vendor contracts to maintain effective, responsive communication strategies.
The ideal candidate is an experienced and strategic communicator who thrives in a leadership role and understands the complexities of public affairs. You have a deep knowledge of media relations, public outreach, and strategic communication strategies, along with exceptional verbal and written communication skills. Confident in representing the county to the media and public, you will ensure accuracy and credibility in all interactions. Your leadership skills allow you to effectively manage teams, projects, and cross-departmental initiatives while fostering collaboration. You also have experience in digital and social media strategy, content creation, and marketing, as well as a passion for engaging diverse communities and promoting inclusive public participation. Your ability to build partnerships with government agencies, businesses, and community organizations will be key to your success in this role.

Required Minimum Qualifications/ Transferrable Skills:*
• At least six (6) years of relevant experience in public relations, media relations, strategic communications, or a related field that would provide the required knowledge and skills to perform the responsibilities of this position.
• At least two (2) years of that experience must have included lead work or supervisory experience
• Experience developing and implementing public affairs, media, or community engagement programs using traditional and digital communications
• Experience conducting research, gathering feedback, collecting and analyzing data, reviewing policy/legal requirements, and making policy or operational recommendations
• Strong written and verbal communication skills, including the ability to act as a spokesperson and represent an organization with accuracy, poise, and credibility
• Ability to build and maintain strong relationships with media, community organizations, government officials, and the public
• Ability to attend required out-of-town committee meetings, public meetings and related functions during evening and weekend hours, including travel out of state for federal government relations and advocacy
Preferred Special Qualifications/ Transferrable Skills:*
• Experience in equity, diversity & inclusion best practices
• Experience building cooperative relationships with government agencies, elected officials, government employees, and the public
• Experience communicating sensitive and complex information to various stakeholders
• Experience in emergency communications and crisis management, including serving as a public information officer (PIO)
• Experience working in a unionized environment, including knowledge of labor relations procedures and collective bargaining practices
• Familiarity with emerging communications technologies, digital media trends, and social media strategy
• Advanced knowledge of federal and Oregon legislative and regulatory processes

TYPICAL TASKS
Duties may include but are not limited to the following:
• Develops and directs the county's strategic communications, public relations, creative services, media relations, citizen involvement, and community relations programs and activities; develops methods to market opportunities to access county government services, announce new programs or services, and improve public understanding of county programs; creates opportunities for public participation; coordinates press conferences, special events, and public awareness offerings; assists in the development, coordination and implementation of department and county-wide policies and procedures related to program areas; manages the development, implementation and evaluation of work programs, plans, processes, systems and procedures.
• Develops comprehensive communications strategies and programs; consults, advises, and collaborates with all county departments in communications activities; ensures strategic, effective, and appropriate internal and external communications; develops, implements, and evaluates media, public relations, public involvement, outreach, and marketing programs; coordinates the assessment of current systems and data; researches and analyzes existing county and new technologies, current trends and needs, and makes recommendations; participates in procurement and implementation of new technologies.
• Oversees, develops, and/or reviews writing, editing, production, and distribution of existing and new communications tools for print and broadcast media, electronic communications including web and social media and video, and internal audiences, including a wide variety of communications and informational materials; manages department website, community events and display development.
• Assists in the preparation and administration of program budgets; prepares, reviews, and analyzes reports; makes recommendations on budget requests; assists in the preparation of budget justifications for presentation to the Director; monitors revenues and expenditures for compliance with the budget; prepares and administers grant applications; monitors grant-related expenditures for compliance with contractual agreements; ensures compliance with grant reporting requirements; serves and liaison with county departments and granting agencies.
• Hires, directs, supervises, and evaluates professional staff to provide quality service to citizens and the county; prepares performance evaluations; administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and other county departments.
• Acts as county spokesperson; represents the county and department at conferences and meetings; organizes media events; presents information at public events and professional meetings; assists in developing media relations policies; may act as a lead Public Information Officer during emergencies or on specific issues.
• Oversees public involvement programs; supports outreach and education efforts to promote county projects and initiatives.
• Manages contracts for supplemental public information and involvement work; develops requests for proposals, scope of work, budget, and timeline; interviews, hires, monitors, and evaluates contractors.
• Respond to public information requests from the public, resource agencies, and elected officials; assure legal compliance in public access to information and public information retention and distribution.
• Plans, develops, and delivers media and community relations and other communications training and education to county employees and appropriate audiences.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Occasional evening hours will be required for advisory board and/or task force meetings, as well as occasional weekend hours for special projects or events. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
