Position Overview:
The Household Hazardous Waste (HHW) Program Manager holds a critical role in overseeing the safe and efficient operation of the HHW Permanent Collection Facility and conducting mobile-unit events in the community. This involves adherence to local, state, and federal regulations, and requires expertise in HHW management and operations.

The Program Manager's role is vital in ensuring that hazardous waste is handled safely and efficiently, protecting both the community and the environment.
Job Duties:
OPERATION
- Supervises assigned staff (permanent staff and temporary staff) to include training and development, performance management, delegation, motivation, and coaching
- Ensure HHW Operations accepts, identifies, packs, segregates, stores, and ships HHW for disposal and recycling in accordance with local, state, and federal regulations, with an impeccable regard for safety
- Provides technical guidance regarding the safe handling and proper disposal of hazardous waste, spill control, and emergency response to other County departments
- Coordinates annual HazWOpER recertification and biennial hazmat medical monitoring. Coordinates maintenance of equipment as needed and with various vendors associated with the program. Manages vendor contracts.
- Manage vendor contracts used by the HHW Facility, including County contracts and the H-GAC disposal contract
- Maintains, reviews, and edits the Spill Prevention Control and Countermeasure Plan, Health and Safety Plan, Operations Plan, and Training Manual
- Develops and implements comprehensive training plan to include, but not be limited to, 40-hour HazWOpER training, 8-hour HazWOpER refresher training, RCRA, DOT, forklift operation and safety, hazard communication, personal protective equipment, spill prevention control, and daily health and safety meetings when the facility is open to the public.
- Provides excellent customer service to the community by answering questions and educating the public on the County's HHW program regarding proper disposal, including eligibility requirements, recycling, hazardous material use/reuse, and disposal alternatives.
- Work with staff to improve processes and procedures within areas of responsibility
- Operate and train others to safely operate equipment used at the facility
- Earn a Texas UST (Underground Storage Tank) Class AB Operator certification, coordinate training for certifications for HHW Staff, maintain compliance documents, and perform activities required for the USTs
- Oversees documentation and reporting to demonstrate compliance with local, state, and federal environmental rules. Exercises attention to detail to ensure accuracy.
- Requires working for extended periods in hot, cold, and humid weather.
- Requires wearing personal protective equipment, including a respirator.
- Employee will be required to work approximately 30 Saturdays per year for work-related events in lieu of regular scheduled workdays. Detailed schedule to be discussed in interview.
- This position requires operation of a County vehicle, and the candidate must provide and maintain a rider insurance policy at personal expense upon employment.
- Manage and complete special projects as assigned
- May be asked to assist with disaster recovery planning and/or operations.

Requirements
Education: Bachelor’s degree in environmental science, Chemistry, Biology, Natural Resources, or a closely related discipline from an accredited college or university.
Experience:
- A minimum of 5 years’ experience in hazardous waste management (HHW specific strongly preferred)
- A minimum of 3 years supervisory experience
- Current 40-hour HazWOpER certificate
- Ability to pass a mandatory hazmat physical (medical monitoring) to begin work, and annually thereafter (costs paid by the County at a vendor of the County's choosing)
- Ability to interpret and implement new requirements in the HHW industry.
- Ability to tow trailer
- Ability to work independently without direct supervision
- Proven experience building professional relationships across disciplines and resolving conflicts
- Proven experience exercising good judgement in difficult situations
- Proven proficiency at balancing multiple tasks concurrently
- Excellent written and verbal communication skills.
- Intermediate computer skills and proficiency in the use of Microsoft Office programs required
- Ability to shift priorities when necessary and meet firm deadlines

Knowledge, Skill & Abilities (KSAs):
Thorough knowledge of: principles, practices and techniques of solid waste and household hazardous waste management waste reduction, handling, processing, diversion, and disposal; resource recovery and source reduction programs; federal, state, and local laws, regulations and policies relating to solid waste and household hazardous waste management; research methods and policy analysis; and intergovernmental and interagency relationships.

Knowledge, Skill & Abilities (KSAs):
- Enthusiastic and self-motivated
- Strong problem solving, decision making, and leadership skills.
- This position requires bending, stooping and lifting 50 pounds, frequent walking, standing, sitting, reaching, carrying, and ascending/ descending stairs, moving waste containers up to 1,800 lbs. with a pallet jack, drum dolly, or forklift. Exposure to chemicals, some of which may be unknown, and noxious fumes.
General Information
Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
