BRIEF DESCRIPTION
Under general supervision, this is a professional level position requiring considerable independent judgement and critical thinking. Employee must be able to work effectively in an environment involving sensitive issues of employee pay or deductions as well as the close scrutiny and potential impact on employee’s pay in addition to the significant financial penalties exacted upon the City by various agencies of government. The incumbent will be responsible for processing highly analytical biweekly payroll timesheets and records in a timely and accurate manner. A strong comprehensive of connective reports, balances and ability to analyze the data for discrepancies is required. Must be proficient in reviewing reports, balance sheets, invoices, purchase orders, etc. with a high degree of accuracy and attention to detail. Effective communication skills will be important in communicating with both internal and external customers regarding questions related to Finance responsibilities. Employees at this level receive occasional instruction as new and unusual situations arise and are fully aware of their position responsibilities. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of general accounting principles (practical understanding of debits and credits and their effect on general ledger accounts) and proven ability to practice concepts
- Knowledge of detailed payroll processing and proven ability to practice concepts
- Knowledge of FLSA, including 207k, TLGC 142, regular rates of pay and weighted average calculations.
- Knowledge of Federal and State Payroll Laws
- Knowledge of bookkeeping theories and practice
- Knowledge of payroll audits and tax reconciliation process
- Ability to learn TMRS and 457b payment processing
- Ability to interpret data and make informed decisions
- Ability to problem solve in complex processes
- Ability to learn new financial accounting software
- Ability to manage time and project deadlines to meet bi-weekly, monthly, quarterly, and annual deadlines.
- Ability to trace mathematical errors in payroll records as needed to locate and correct payroll discrepancies.
- Ability to learn multiple pay period calculations
- Ability to perform with accuracy relating to numbers and details
- Ability to understand and follow regulations of law and to multi-task and maintain a high volume of work production
- Ability to work independently with little daily oversight
- Ability to process financial reports and bi-weekly payroll using mathematical and computer skills with accuracy while also assuring timely processing of information to assure payroll and other related deadlines are met
- Ability to adapt to an environment in which specific parameters change frequently due to City policies, federal law, and software modifications.
EDUCATION AND EXPERIENCE
Bachelor’s Degree in Accounting, Business, or related field with 2 years of hands-on payroll processing in an accounting or human resources department experience preferred: or
Associate’s degree in Accounting, Business, or related field with 4 years’ hands-on payroll processing in an accounting or human resources experience preferred;
High School graduation or its equivalent with 6 years’ experience in payroll, accounting, and/or bookkeeping Preference given to candidates with governmental and/or not-for-profit experience
CERTIFICATES AND LICENSES REQUIRED
- A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record
- Must be bondable
- As a condition of employment, commitment to obtaining Certified Payroll Professional credentials within eighteen months of employment or promotion.
- Preference given to candidates with Certifications in Payroll
