The City of Torrance is recruiting for a Homeless Outreach Coordinator!
The Homeless Outreach Program
Under the direction of the City Manager’s Office, the Homeless Outreach Coordinator will become a member of the City of Torrance's Outreach Team to address homeless issues by collaborating with City departments and non-profit agencies to connect individuals and families experiencing homelessness with supportive resources and address the impacts of homelessness within the City.
The Position
The Homeless Outreach Coordinator provides support, assistance, and advocacy for individuals and families experiencing homelessness. This position ensures clients are connected with available community resources for emergency housing and other supportive resources.
This position will require the incumbent to work either Saturday or Sunday as part of a regular working shift; evening, weekend, and holiday hours may also be required.
The essential duties of this position include, but are not limited to the following:
- The incumbent will spend at least 75% of their time conducting street outreach, assessing the needs of individuals experiencing homelessness, and connecting them to appropriate services.
- Assist in obtaining housing readiness documentation, medical and mental health services, and subsidized income.
- Partner with nonprofit and other government agencies to provide services that move clients to permanent housing solutions.
- Respond to community requests for outreach interventions.
- Collaborate and develop on-going working relationships with local law enforcement and City Departments to identify highest needs.
- Collect client data, input into management information system, and comply with all laws to protect privacy of clients.
- Attend and present at team meetings, case conferences, training workshops and community meetings as needed.
- Other duties as assigned by the Program Manager and City Manager’s staff.

QUALIFICATION GUIDELINES
Required
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from high school or equivalent and four (4) years of outreach experience for a government agency or a nonprofit; or an equivalent combination of education, training, and experience such as an Associate's degree in Public Administration, Social Work, Psychology or Health and Human Services or a related field and two (2) years of related experience; or a Bachelor's degree in Public Administration, Social Work, Psychology or Health and Human Services or a related field.
This position requires possession of a valid California Class C Driver's License.
Successful Candidates Will Possess The Following
- Experience working with people experiencing homelessness.
- Experience in crisis management/mediation.
- Demonstrated data management and problem-solving skills.
- Solid understanding of what it means to coordinate service delivery among diverse partners.
- Highly organized with strong oral and written communications skills.
- Self-directed and able to offer creative solutions.
- Technology savvy with solid proficiency in using Outlook, Word, Excel.
- Familiarity with spreadsheets/databases and creating reports.

City provides a $50,000 life insurance policy
