Hiring Range: $7,370 - $8,189/month.

Definition
Manage and coordinate the work and services of the Code Enforcement, Substandard Housing, and Parking Enforcement sections of the Planning and Development Services Code Enforcement Division. Also performs work in support of the Manager for the Community Enhancement and Compliance Division, under Public Safety, overseeing all division activities and projects. Work involves hiring, scheduling, assigning, and evaluating code enforcement, substandard housing, and parking enforcement staff. Recommend revisions to procedures and practices of the Code Enforcement, Substandard Housing, and Parking Enforcement staff. Direct supervision of Code Enforcement, Substandard Housing Inspection, Parking Enforcement, and the Graffiti Removal Specialist. This is a limited Peace Officer, civilian position responsible for performing inspection and enforcement functions to ensure compliance with City zoning, land use, public nuisance codes, parking, environmental codes, and building ordinances, and to perform related work as assigned.
Principal Duties
All Essential duties are equally associated with budget prioritization programs:
- Plans, directs, and organizes the work and evaluates the performance of assigned inspection staff; and develops and assesses the completion of performance measures, goals, and objectives for service delivery.
- Develops budget recommendations for code enforcement, substandard housing programs, and parking enforcement.
- Prepares evidence regarding legal actions for code and substandard housing violations and provides sworn testimony as required.
- Provides support and performs special projects for the Manager of the Community Compliance & Enhancement Division and functions as assigned.
- Manages all aspects of the database systems for Code Enforcement and Parking Enforcement, including software updates, mobile applications, and updates to ordinances.
- Interprets codes and ordinances under the division’s jurisdiction to ensure consistent
- application of code enforcement standards.
- Recruit, interview, select, supervise, train, and evaluate staff performance.
- Assists in the development of code enforcement, substandard housing, and parking ordinances.
- Performs a variety of administrative duties associated with managing the code enforcement, substandard housing, parking enforcement programs, and graffiti removal; reviewing and reporting on program activities, actions, and accomplishments. Leads the continuous improvement efforts pertaining to administrative processes.
- Confers with landlords, tenants, and property owners to discuss inspection findings, ordinance provisions, and department actions; works to resolve issues and concerns that cannot be resolved at subordinate levels, and to identify reasonable solutions for dealing with noncompliance.
- Manage complaint resolution through direct customer contact. Oversee and negotiate solutions and bring issues to final resolution.
- Provide consistently professional and responsive customer service.
Working Environment
Work is performed both in a standard office environment and outdoors. Job requires the ability to communicate orally and in writing with the public and co-workers, correctable vision, the ability to read documents and blueprints, perform multiple tasks, and work under stress with frequent interruptions.
The candidate for this position must be able to meet the physical requirements necessary to do the job.
Qualifications
An Associate’s Degree in Public Administration or related field; or specialized courses in code enforcement and supervision, and a minimum five years of experience in municipal enforcement, inspection or investigation, or any combination of education, training and experience that provides the desired knowledge and abilities. A minimum of two years of experience in municipal enforcement at a Senior or Journey level classification and two or more years of supervisory experience preferred, or demonstrated skills/training in supervision.
Special Qualifications
A valid Colorado Driver’s License. Current certifications: AACE Zoning Enforcement Officer, AACE Housing and Property Maintenance Inspector, AACE Code Administrator.
