Job Summary

This position is located in the Department of Employment Services (DOES) within the Division of State Initiatives (DSI). The mission of the Division of State Initiatives is to engage, encourage, and empower District residents with barriers to employment by providing comprehensive workforce development, training and supportive services that lead to sustainable careers and economic self-sufficiency.

The incumbent is responsible for developing business relations with employers, industry associates, and government agencies to increase hiring opportunities for DSI participants. The incumbent leverages data analytics, labor market trends, and employer feedback to drive continuous improvement across DSI’s job development and placement process, ensuring the program design and outcomes reflect the needs of both participants and the Districts business community. Develops and maintains business engagement strategies, including employer outreach campaigns, hiring events, and partnership agreements that expand unsubsidized employment opportunities for justice involved and under employed District residents with barriers.

Duties And Responsibilities

Gathers and organizes information from a variety of sources such as records, computer files, previous studies, and interviews, analyses information to identify issues and isolates problems, develops solutions and measurements of productivity and effectiveness for use by others, develops detailed briefings and reports of findings and recommendations, and convinces others to implement recommendations. Organizes and delivers briefings to present findings, solutions. and recommendations to managers and prepares option papers and similar staff reports.

Determines the proper organization and structure of the activities of an agency, department, or large office; the conduct of studies to measure and track the progress and accomplishments of a District of Columbia organizational component dedicated to a major assigned organizational function; the planning of a single program to be carried out by various field organizations by identifying, collecting, and analyzing appropriate information, and presenting findings; devising new internal structures for an organizational component within a major office of an agency, department or large office.

Qualifications And Education

Applicants must possess one (1) year of specialized experience equivalent to the CS-9 grade level, or its non-District equivalent obtained in either the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of specialized experience for this position include assisting with planning, review, analysis, and identifying, addressing, and eliminating problematic areas of compliance.

The work is typically performed in a normal office setting.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Pay Plan, Series, and Grade: CS-0343-11

Duration of Appointment: Career Service –13 Month Term

Collective Bargaining Unit: This position is covered under a collective bargaining agreement (AFGE Local 1000) and is subject to union dues through payroll deduction.

Promotion Potential: No known promotion potential

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
