The Office of the Chief Financial Officer (OCFO), whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Deputy Recorder of Deeds. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA), Recorder of Deeds (ROD). The incumbent is responsible for providing high-level managerial and technical leadership in the daily administration and oversight of the Office of the Recorder of Deeds, ensuring the accuracy, timeliness, and integrity of property-related public records. The incumbent acts with full authority of the Recorder of Deeds in the Recorder’s absence.

Duties include, but not limited to:

Assisting in planning, developing, and implementing strategic initiatives
Directing daily operations related to document intake, recordation, indexing, and quality control
Overseeing the collection and reconciliation of all fees, taxes, and service charges associated with the recordation process
Preparing and reviewing legal decisions and correspondence
Responding to Freedom of Information Act (FOIA) requests
Serving as an appeals and grievance examiner
Supervising and developing staff
Monitoring performance indicators to assess productivity and service outcomes
Performing other related duties as assigned

Minimum Qualifications: Six (6) years of progressive experience performing duties related to document recordation, public records administration, and property-related public records management, including responsibility for legal or regulatory compliance oversight. Experience should also include policy interpretation, process improvement, and collaboration with internal and external stakeholders. Additionally, the incumbent must have at least one (1) year of experience supervising lower-level staff.
