Performs intermediate work in electric, water, and gas meter reading activities of the city; performs clerical work involving the billing of utility services accounts; does related work as required. Work is performed under the supervision of the Utility Billing Supervisor and Lead Utility Billing Field Technician.
This is light work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, assembly or fabrication of parts at or within arms’ length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, and atmospheric conditions.
Scheduling and participating in electric, water, and gas meter reading and service activities; preparing, maintaining, and reviewing utility service accounts, maintaining software and equipment, creating and/or updating monthly reports for meter reading analysis.
Locates and performs reads and rereads on utility meters on assigned routes and records consumption.
Keeps records of meters read and reports meters not accessible for reading.
Checks to see that meters are correctly installed and functioning properly.
Disconnects meters for non-payment; reinstates service upon payment.
Receives and responds to customer inquiries and complaints.
Maintains records and reports of meters read.
Enters work requests to repair or replace defective meters and/or encoder receiver transmitters (ERT).
Assists in creation of routes and sequencing to facilitate meter reading.
Acts as a contact person in problem resolution with meter reading software provider.
Handles customer complaints related to meter reading process.
Assists in preparing and maintaining utility service accounts for billing.
Assists in meter tamper investigation and initiation or disconnection of utility services through work requests, as needed.
Coordinates work between the meter reading, billing, and customer service activities.
Performs related tasks as required.
Thorough knowledge of the methods, procedures, and terminology involved in the reading of electric, water, and gas meters and transmitting or recording consumption by manual or electronic means; thorough knowledge of the geography and street locations of the City; ability to understand and follow oral and written directions; ability to organize routes; ability to establish and maintain effective working relationships with the general public; ability to deal with customers with tact, diplomacy, and firmness; ability to maintain records and prepare various reports; skill in the operation of automated consumption recording equipment and vehicle.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a high school diploma or GED and moderate experience in meter reading, customer service, and basic computer and general office skills.
Possession of an appropriate driver's license valid in the State of North Carolina.
