Basic Function:
Under the general supervision of the Police Chief, performs routine responsibilities and assignments relative to code enforcement, including responding to citizen complaints, conducting field investigations and pursuing administrative activities necessary to obtaining compliance with zoning and related land use codes, city ordinances, nuisance abatement, property maintenance, housing and noise complaints and policies of the City.
Essential Duties:
Process complaints regarding code violations; conduct field investigations as necessary; determine property ownership; prepare notices of violations; maintain files and records; conduct follow-up activities as required.
Prepare and submit criminal and civil case filings for court disposition in the event of non-compliance; attend information conferences and hearings; coordinate with the City Attorney as necessary.
Maintain records of corrective actions and case proceedings; prepare periodic status reports.
Coordinate code enforcement activities with other department divisions, city departments and outside agencies.
Develop and promote positive, customer-friendly communications/procedures relating to enforcing codes and obtaining compliance.
Other Duties:
Perform other duties and related work as may be assigned.
Promote, organize and assist neighborhood groups to form cooperative self-help clean-up projects.
May on occasion perform duties or assignments in support of any of the operating divisions of the Police Department.
May supervise clerical/administrative support staff or other part-time or temporary staff as assigned.
Knowledge of: - Basic principles, processes, methods and nomenclature associated with the field of code enforcement.
- General familiarity with the purposes and procedures involved in zoning, building and related municipal codes.
- Basic methods of field investigation, property ownership research, data collection and records maintenance, and report preparation.
- Basic computer applications, including word processing.
Ability to: - Comprehend, interpret and explain City codes and applicable county and state law.
- Observe field conditions, gather and analyze data, and maintain records and case files.
- Prepare reports, correspondence and other materials related to all aspects of the City's code enforcement program(s).
- Document and determine code violations and recommend corrective action.
- Establish and maintain systems and procedures as necessary to conduct effective code enforcement activities.
- Develop and maintain effective relationships and communications with those contacted during the course of work.
- Communicate clearly and effectively, orally and in writing.
- Report to work every scheduled workday.
EDUCATION AND EXPERIENCEEquivalent to the completion of two years' college coursework in city planning, law enforcement, public safety, code administration or closely related field. Relevant professional experience may be substituted for the required education on a year-to-year basis.
LICENSES AND CERTIFICATIONSMust obtain a basic and intermediate module Certification from Statewide California Association of Code Enforcement Officials within two years of appointment.A valid California Driver's License.
