Position Description
Basic Function:
Under the general supervision of the Police Chief, performs routine responsibilities and assignments relative to code enforcement, including responding to citizen complaints, conducting field investigations and pursuing administrative activities necessary to obtaining compliance with zoning and related land use codes, city ordinances, nuisance abatement, property maintenance, housing and noise complaints and policies of the City.
EXAMPLE OF DUTIES
Essential Duties
Process complaints regarding code violations; conduct field investigations as necessary; determine property ownership; prepare notices of violations; maintain files and records; conduct follow-up activities as required.
Prepare and submit criminal and civil case filings for court disposition in the event of non-compliance; attend information conferences and hearings; coordinate with the City Attorney as necessary.
Maintain records of corrective actions and case proceedings; prepare periodic status reports.
Coordinate code enforcement activities with other department divisions, city departments and outside agencies.
Develop and promote positive, customer-friendly communications/procedures relating to enforcing codes and obtaining compliance.
Other Duties
Perform other duties and related work as may be assigned.
Promote, organize and assist neighborhood groups to form cooperative self-help clean-up projects.
May on occasion perform duties or assignments in support of any of the operating divisions of the Police Department.
May supervise clerical/administrative support staff or other part-time or temporary staff as assigned.
Typical Qualifications
Knowledge of:
- Basic principles, processes, methods and nomenclature associated with the field of code enforcement.
- General familiarity with the purposes and procedures involved in zoning, building and related municipal codes.
- Basic methods of field investigation, property ownership research, data collection and records maintenance, and report preparation.
- Basic computer applications, including word processing.
Ability to:
- Comprehend, interpret and explain City codes and applicable county and state law.
- Observe field conditions, gather and analyze data, and maintain records and case files.
- Prepare reports, correspondence and other materials related to all aspects of the City's code enforcement program(s).
- Document and determine code violations and recommend corrective action.
- Establish and maintain systems and procedures as necessary to conduct effective code enforcement activities.
- Develop and maintain effective relationships and communications with those contacted during the course of work.
- Communicate clearly and effectively, orally and in writing.
- Report to work every scheduled workday.
EDUCATION AND EXPERIENCE
Equivalent to the completion of two years' college coursework in city planning, law enforcement, public safety, code administration or closely related field. Relevant professional experience may be substituted for the required education on a year-to-year basis.
LICENSES AND CERTIFICATIONS
Must obtain a basic and intermediate module Certification from Statewide California Association of Code Enforcement Officials within two years of appointment.
A valid California Driver's License.

CALPERS RETIREMENT PLAN: This position is covered under the California Public Employees' Retirement System. The following plans are applicable:
Classic Tier I: 2.7% @ 55

Life Insurance Coverage
Employees shall receive coverage upon being employed one full calendar month. The City shall pay all premium costs for life insurance coverage. (Supplemental coverage available)
1 - 4 years = $8,500 Group Life Insurance

Vacation Leave
1 - 48 months = 80 hours annually
49 - 96 months = 120 hours annually
97 - 144 months = 152 hours annually
145 months plus =184 hours annually
The maximum vacation accrual limit shall be three (3) times the annual accrual rate.
WELLNESS LEAVE: Each employee shall receive wellness hours equivalent to three working days of leave annually on July 1. Hours will be based on the employee's designated work shift as follows:
8 hour shift = 24 + 41.6 Wellness hrs.
9 hour normal work shift = 27 + 41.6 Wellness hrs.
10 hour shift = 30 + 41.62 Wellness hrs.
In addition to the hours above all members will receive 41.6 hours of Wellness Leave on July 1. An employee hired after July 1 will not be eligible for the additional hours until after they have completed six ( 6) months of employment; at that point, the amount of additional wellness leave will be prorated commensurate with that six (6) month date. The additional 41.6 hours of Wellness must be used or cashed out by June 30 of each year and the use of these hours shall not create overtime.
Sick Leave
Employees shall accure shall accrue 96 hours of sick leave annually for each full month of continuous service. Accures per pay period.
Floating Holidays
Employees will receive will receive three (3) floating holidays the first pay period in July of each year. Employees will not be allowed to carryover the floating holidays. The floating holidays cannot be cashed out in lieu of taking the day off.

Longevity Pay
Employees with ten years of continuous employment are eligible for 20% of one month's base salary.
Uniform Allowance
Employees shall receive an annual uniform allowance of $750.00 dollars.
Education Incentive Pay
2.5% of monthly base rate of pay per month for a Dispatcher Intermediate POST Certificate by the Commission of Pease Officers Standards and Training (POST) (Dispatcher Classifications Only), or an AA degree.
Each member of the bargaining unit shall receive an additional 2.5% of the monthly base rate of pay per month upon the presentation of satisfactory proof that the employee has been awarded a Dispatcher Advanced POST Certificate by the Commission of Pease Officers Standards and Training (POST) (Dispatcher Classifications Only), or a Bachelor's degree. Total max benefit not to exceed 5%
Certification / Specialized Assignment Pay
Training Pay = 5% added to base pay
K-9 Unit Assignment = Addiitonal 5.5 hours of pay per month
Relief Shift = 5% added to base pay
Graveyard Shift = 1.5% added to base pay
Call Back Pay = Employees of this unit who are called back to duty for court or any other reason shall receive a minimum call back pay of three (3) hours at the rate of time and one-half (1 1/2).
