This position will serve in the Developmental Disabilities and Early Childhood Supports Division (DDECS). The Employment and Community Inclusion PPM III position will join a multi-disciplinary work team that is responsible for planning, coordinating, implementing, and maintaining services to meet the needs of current and future King County residents who have intellectual and developmental disabilities (I/DD). This position will lead the division’s Employment and Community Inclusion programs through a network of contracted service providers. This position will be responsible for performing a broad range of functions at an expert level, including co-planning county-wide coordination of King County’s supported employment efforts, co-developing new and innovative best practices and funding strategies, working to ensure culturally and linguistically responsive and equitable services, and supporting the continuous improvement of outcomes related to participants’ employment and community inclusion goals. This position reports to the Employment and Community Inclusion Team Lead within the Division.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm. This position is represented by Protec17.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is TUKWILA at 645 Andover Park West, Tukwila, WA 98188.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

- Work collaboratively with team members to co-lead the coordination and implementation of Employment and Community Inclusion programs in King County.
- Collaborate with a dynamic, multilingual, culturally diverse work team focused on centering people with I/DD, strengths-based practices, data-informed innovation and best practice development, cross-systems partnerships, trauma recovery and resilience, and aligned with King County’s Equity and Social Justice Plan.
- Develop and implement strategies to ensure equitable and culturally and linguistically responsive services for individuals with intellectual and developmental disabilities (I/DD).
- Develop program policies/procedures related to the implementation of state and county policies and in compliance with federal, state, and county requirements.
- Develop and implement strategies to ensure adequate capacity for program services to be delivered.
- Provide and/or arrange technical assistance for service providers to ensure compliance with federal, state, and county requirements, culturally and linguistically responsive services, implementation of evidence-based practices, and support for training and technical assistance needs.
- Manage contracts with community-based service organizations to ensure compliance with federal, state, and local requirements. This includes developing and negotiating agency contracts, approving agency expenditures, and determining the need for contract amendments.
- Represent the Division in multi-agency and inter-jurisdictional meetings and community meetings.
- Establish and maintain strong working relationships with community partners including Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA), DSHS, Division of Vocational Rehabilitation (DVR), staff from other counties, service providers, advocates, school personnel, employers and other community partners to improve the coordination of resources for individuals with I/DD.
- Plan and build agendas and effectively facilitate meetings with providers, other governmental professionals, advocacy groups, and the general public.
- Serve as an Adult Services Team liaison on cross-divisional workgroups.
- Handle politically sensitive inquiries from individuals, families, agency providers, DSHS/DDA Case Resource Managers, advocates, and other community members.
- Develop, coordinate, and deliver training on a variety of policy and procedural topics to contractors, advocacy groups, and other community partners.

- Strong knowledge and commitment to equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations.
- Deep knowledge and commitment to disability justice principles and practices.
- A combination of at least six years of professional experience and/or a combination of relevant education and professional experience within the developmental disabilities employment service system, with at least two years leading a project or program.
- Professional experience in supported employment program administration, serving individuals with I/DD.
- Professional experience working collaboratively with diverse community partners, including individuals with disabilities, families, culturally specific and community-based groups, volunteer boards, service providers, DSHS/DDCS Case Managers, other government partners, and co-workers.
- Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
- Professional experience in the areas of planning, policy, or program development and public engagement.
- Professional experience in planning, evaluating, and managing a budget consisting of multiple funding sources and subject to federal, state, and county requirements.
- Professional experience working with relevant agencies and systems in supported employment, including DSHS/DDCS, school districts, and the DSHS/DVR.
- Ability to assess, plan, and/or deliver engaging training and technical assistance, including skills to make effective presentations to diverse audiences.
- Demonstrated experience in using data to inform continuous quality improvement.
- Demonstrated ability to function in complex and sensitive political situations, including effectively responding to consumer inquiries, concerns, and/or complaints.
- Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
- Professional experience facilitating effective meetings in a variety of settings, including large and small groups, and including potentially controversial topics.
- Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.
Desired Experience, Qualifications, Knowledge & Skills
- Experience effectively supporting home cultures and languages of individuals and families, as well as bicultural and/or bilingual skills, is preferred.
- Knowledge of and commitment to employment-first values for individuals with intellectual and developmental disabilities.
- Five years of professional experience in supported employment program administration (serving individuals with I/DD), including experience in providing or organizing training on national best practices.
