Leadership position responsible for integrated strategic planning and organizational effectiveness that embeds equity outcomes within all municipal operations. Reports directly to the Assistant Chief Operating Officer and provides strategic guidance to department heads on performance optimization, equity integration, administration, operations, and management of the Executive Department.
Oversees staff, management processes and administrative systems, initiates, leads and/or coordinates activities and functions of the Executive Department. Ensures that the City’s initiatives, strategies, and Council direction are incorporated into operational activities and services. May serve as project manager for specific projects. Serves as a member of the City’s leadership team.
Independently oversees and manages a broad array of assigned activities and functions in the Executive Department. Focus may change based upon the determination of priorities of the Assistant Chief or Chief Operating Officers. Day to day activities are prioritized with the Assistant Chief Operating Officer, although has latitude to operate independently.
Ideal candidates will have successfully led organizational transformation in municipal setting, with demonstrated success integrating equity and performance initiatives.
- Lead comprehensive strategic planning processes that integrate equity and performance objectives
- Develop and implement organization-wide performance measurement systems
- Provide executive consultation on organizational development and change management
- Oversee equity assessment and organizational health evaluation processes
- Build partnerships with community stakeholders and regional organizations
- Present strategic analysis and recommendations to City Council and executive leadership
- Manage budget and resource allocation for the Executive department and integrated improvement initiatives
Knowledge, Skills and Abilities
- Demonstrated expertise in strategic planning and performance management
- Experience with equity and inclusion initiatives in organizational context
- Strong analytical and data interpretation skills
- Experience managing cross-functional teams and complex organizational change
Ability to:
- Negotiate agreements and reach consensus with disparate and diverse interests.
- Provide leadership, direction and motivation for staff and work groups.
- Assume executive-level responsibilities and make appropriate decisions.
- Articulate City’s strategic and organizational positions and values to diverse audiences.
- Prepare, present and defend reports and information in meetings, including Council and Committee meetings.
- Establish and maintain effective and productive working relationships with administrative leadership, elected officials, business and community leaders, advisory boards, news media and the public.
- Work with diverse communities.
Education and Experience:
- Master’s Degree preferred; Bachelor’s Degree in Public Administration, Organizational Operations, Communications, Business Administration, or related field, and five years of responsible management experience preferably in municipal government, or an equivalent combination of education and experience to provide sufficient evidence of successful performance of the essential elements of the job such as those listed above
- Certification and experience in organization development, change management, lean or similar organizational development experience preferred
- Experience with community engagement and stakeholder management
- Expertise with municipal government organizational development
- Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and certificates:
- Valid Washington State driver’s license required
