Job Summary
This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Emergency Preparedness and Resilience (OEPR). The incumbent candidate for this position will have the unique opportunity to serve as a lead training and exercise practitioner within Office of Emergency Preparedness and Resilience (OEPR), and will work under the general direction of the Planning, Training, and Exercise Program Manager to lead public health readiness, response, and resilience operations within DC health through oversight of targeted organizational strategies, special projects, and operational problem solving.
Major Duties And Responsibilities
Incumbent serves as the subject matter expert with the responsibility for performing a wide range of analytical studies, policy formulation, and project-related operations. Additionally, this position is responsible developing, maintaining, and updating exercises the address a comprehensive “all-hazards” emergency management plan to mitigate, prepare for, respond to and recover from emergencies and disasters within the healthcare systems to adapt to the changing landscape of public health emergencies within the District.
Develops and executes DC Health’s multi-year training and exercise plan to test and evaluate all-hazards preparedness and response. Work involves a considerable amount of planning and coordination and include multiple organizations within the District of Columbia, in addition to local, state and federal emergency management agencies. Prepare and present After-Action Reports, developing process improvement plans, tracking, implementing and exercising process improvements. Develops and executes DC Health’s multi-year training and exercise plan to test and evaluate all-hazards preparedness and response programs.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: A bachelor's degree in public health, public administration, emergency management, or health-related fields, or a: A bachelor's degree in public health, public administration, emergency management, or health related fields or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development of planning, strategic development, public policy development, or public health.

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
