The City of Rialto Fire Department is looking to hire a Fire Battalion Chief. The Rialto Fire Department deploys from four fire stations staffed by 24 hours per day by career firefighters and one administrative office. The Rialto Fire Department staffs one battalion chief, three engine companies, one truck company and four paramedic ambulances each day (per shift). On-duty personnel also provide staffing for a Hazardous Materials unit and an Urban Search and Rescue unit.
Under administrative direction, the Fire Battalion Chief will direct, manage, supervise and coordinate the activities and operations for an assigned company within the Fire Department. Specific activity includes the coordination of with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Fire Chief.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Fire Chief.
Exercises direct supervision over supervisory, professional, technical and clerical staff.
Essential Functions
- Assumes management responsibility for services and activities of an assigned shift within the Fire department; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
- Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
- Plans, directs, coordinates and reviews the work plan for fire suppression staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
- Directs the placement of manpower and fire apparatus during emergency scene operations; determines tactics and strategies necessary; serves as management overhead assistance or strike team leader on major incidents.
- Supervises special assignments such as fire hose tests and repairs, fire hydrant inspections and fire prevention inspections.
- Evaluates and implements training, certification and education programs within the department; prepares and review lesson plans; conducts class instructions; maintains and updates training and certification records for all department personnel; maintains various records and prepare reports as requested; reviews and updates various manuals.
- Coordinates and evaluates drills; provides feedback on major and minor incidents with engine company personnel.
- Selects, trains, motivates and evaluates fire suppression personnel; provides or coordinates staff training; works with employees to correct deficiencies; initiates discipline procedures and implements disciplinary procedures as directed by the Fire Chief; participates in the development and administration of recruitment and promotional exams.
- Oversees and participates in the development and administration of the annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implement adjustments.
- Serves as the liaison for the Fire department with other divisions, departments and outside agencies; negotiates and resolves sensitive and controversial issues.
- Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.
- Provides staff assistance to the Fire Chief.
- Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to department related programs, policies and procedures as appropriate.
- Attends and participates in professional group meetings; stays current on new trends and innovations in the field of fire suppression, EMS and prevention.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Performs related duties and responsibilities as required.

EXPERIENCE AND TRAINING GUIDELINES Minimum requirements as a condition of hire:
Experience
- Five years of fire suppression and prevention experience including two years as a fire captain.
Training
- Associate degree with major course work in fire science or a related field.
Licenses and Certifications
- Possession of a State of California Class B driver’s license OR a California Class C driver's license with the Firefighter Endorsement
- Fire Company Officer certification
- EMT certification
- Fire Officer Certification
- Hazardous Materials Certification

Selection Process
