The City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for Utility Billing Technician within our Public Works Department.
About the Job:
Under the direction of the Utility Billing Supervisor or their designee, the employees in this class perform specialized financial, customer service and office support work in the Utility Billing office.
The assigned duties support functions such as cashiering, accounts receivable for utility accounts, utility and miscellaneous billings. Employees perform varied clerical financial and work involving work orders, billing procedures, invoices, collection activity, cashiering, filing, and indexing. When not engaged in financial, or customer service activities, incumbents perform other related clerical duties.
The individuals assigned to this classification are responsible for maintaining confidential financial and customer account records following established utility billing protocols and standard operating procedures, compiling information, preparing spreadsheets and creating reports. After training, work is performed with minimal supervision under a variety of circumstances. Contacts are typically with utility customers, City employees, vendors, and the general public in situations where considerable judgment, tact, and customer service skills are required. Accuracy is critical as errors could have substantial impact on the City's financial transactions. The work is largely governed by established rules and procedures, but employees are expected to use good judgment and maintain responsible behavior while handling a variety of situations.
Employees in this class are responsible for verifying the technical correctness of their own work and are expected to follow established procedures to address various situations. The work is reviewed by a supervisor or lead for results obtained, changes in work methods, adherence to department policies, quality of work, timeliness in completing projects, and other established performance criteria.

ELIGIBILITY REQUIREMENTS
- A combination of education and related experience may substitute for education or experience requirements.
- High School Diploma or equivalent is required.
- Two (2) years of bookkeeping or cash handling experience with daily customer service interaction.

EXAMINATION STEPS
- There will be a pre-screening of all applications.
- Responses to the supplemental questionnaire and the resume will be reviewed together to generate a single combined score, which will be blind-rated and weighted at 10%.
- Top-scoring applicants will be called to an oral panel interview (weighted 90%) Interviews will be in person and tentatively scheduled for March 24, 2026.
- All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12 months.
IMPORTANT NOTES
- A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
- The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
- Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.
- Extensive background checks will be conducted.
- New hires begin employment at the first step of the salary range.
