Under general direction of the Chief Financial Officer (CFO), assists in the planning, organizing, coordinating, and directing of the operations of the Court Finance Division; supervises professional, supervisory and clerical subordinate personnel; and performs other work as required.
This position is a mid-management classification and receives direction from the CFO. This position develops and manages court budgets, tracks expenditures, manages procurement activities, including contract and grant negotiations, contract development and administration. The incumbent directs complex accounting, financial reporting, develops and directs the Court’s comprehensive fine and fee collection program and manages internal and external audit projects, manages financial divisional activities on a day-to-day basis, and develops policies and procedures as required.
This classification may perform any or all of the duties listed below. These duties should be interpreted as examples of the work and are not necessarily all-inclusive.1. Plans, organizes, coordinates, and manages, directly and/or through subordinate personnel, the budget, general accounting activities, develops and monitors internal control audit programs, and the collections programs of the Court.
2. Reviews, evaluates, and interprets new legal requirements, laws and legislation affecting budgeting, accounting, and fine and fee collection responsibilities for Court programs; monitors and evaluates the effect of legal and procedural changes related to the budget, accounting, fiscal reporting, and related activities.
3. Develops, implements, and interprets budgeting and accounting policies and procedures, ensures that financial policies and procedures are in accordance with applicable laws, requirements and professional accounting and reporting practices.
4. Prepares, manages and participates in the preparation of the Court’s annual budget including estimating expenditures, projecting revenue, consolidating division budgets; preparing monthly cash flow analyses, and ongoing financial reporting required by the Administrative Office of the Courts; prepares monthly management reports as requested by Executive Management.
5. Supervises and evaluates personnel; participates in and recommends employee selection, promotions, disciplinary actions and performance evaluations; evaluates needs and implements plans for specialized training for personnel.

1. Organization and functions of court/local government with emphasis on the budgeting and accounting aspects;
2. Project management, including project planning, scheduling and control mechanisms;
3. Various accounting standards, such as Generally Accepted Accounting Principles (GAAP); Generally Accepted Auditing Standards (GAAS); Governmental Accounting Standards Board (GASB), State Controller’s Office (SCO), and other regulatory agencies.
4. Accounting procedures for various types of funds and account groups; methods and procedures of governmental budget preparation and control; financial statement preparation; managing year-end financial activities in a governmental environment.
5. Understanding of accounting methods pertinent to accounts receivable and accounts payable.
6. Methods and techniques utilized in competitive procurement activities, including contract negotiations development and maintenance.
7. Developing grant documentation for funding requests; creating and monitoring grant budgets and grant reporting.
8. Principles and practices of supervision and management.

The knowledge and skills listed above may be acquired through various types of experience, education, or training, typically:A bachelor’s degree in finance, Accounting, Business Administration or a closely related field, from an accredited college or university.
AND
Five yearsof progressively responsible professional accounting/auditing experience, three yearsof which include supervisory responsibilities, preferably in a governmental or court environment.
CPA certification or master’s degree a plus
