Under general supervision of the City Manager, plans, coordinates all Housing matters for the City of Marina.Ensures the programs and projects are carried out in accordance with applicable Federal, State and Local laws as well as in line with the current City goals, objectives and priorities. This position oversees existing programs and recommends modification to programs as needed, engages in extensive outreach to the community, non-profit housing partners, and other jurisdictional agencies.

- Lead the development, implementation, and evaluation of affordable housing policies and programs consistent with City Council direction, the adopted Housing Element, RHNA obligations, and applicable state and federal laws, in consultation with the Community Development Department.
- Oversee and administers the City of Marina’s Below Market Rate (BMR) Housing Program, including policy development, eligibility requirements, resale and rental restrictions, affordability calculations, covenant compliance, and long-term program monitoring.
- Analyze new state housing legislation and case law; recommends updates to municipal codes, ordinances, and policies to ensure compliance and support housing production and affordability goals.
- Administer the City’s Community Development Block Grant (CDBG) Program in coordination with the Urban County CDBG consortium,.
- Ensure compliance with all applicable federal, state, and local funding requirements, including mandatory reporting and monitoring obligations.
- Develop, manage, and evaluate housing assistance programs serving a range of income levels and special populations, including rehabilitation, homebuyer assistance, development incentives, and special needs or transitional housing programs.
- Review and analyzes development proposals and permit activity related to affordable housing to ensure consistency with inclusionary and BMR requirements.
- Identify and secure funding opportunities to support housing initiatives; prepare competitive grant applications and funding proposals.
- Develop and implement financial strategies to leverage local, state, and federal resources to advance priority housing projects and programs.
- Oversee administration of housing loan portfolios and BMR affordability controls, including covenant monitoring, resale price calculations, income verification, legal documentation, and database management.
- Maintain comprehensive housing records systems to ensure long-term affordability compliance and audit readiness.
- Prepare and presents staff reports, policy analyses, and program updates to the City Council and Planning Commission.
- Respond to complex and sensitive public inquiries regarding affordable housing and BMR requirements; provides clear guidance to applicants, developers, and residents.
- Represent the City of Marina in regional housing and community development forums.
- Administer and oversee work performed by contract consultants and coordinates housing initiatives across City departments.
- Manage housing programs, budgets, and contracts; monitor performance.
- Maintain confidentiality of sensitive information and fosters professional, courteous relationships with elected officials, staff, residents, and development partners.
