Salary: Senior Risk Analyst: $98,529.60 - $138,736.00
Risk Analyst (Underfill): $85,092.80 - $119,849.60
THE OPPORTUNITY
The Senior Risk Analyst serves as the City’s technical expert and internal consultant on all matters related to risk management. Operating with a high degree of independence, this position plans, organizes, and directs the City’s comprehensive risk management programs, including general liability, workers’ compensation, employee safety, property damage, insurance administration, and loss control. The role is responsible for evaluating risk exposure, developing mitigation strategies, managing insurance portfolios, and ensuring compliance with federal, state, and local regulations.
The Senior Risk Analyst collaborates closely with City departments, external partners, and the City Attorney’s Office to investigate claims, analyze loss trends, and implement programs that reduce financial exposure and enhance organizational safety. This position also oversees risk financing techniques, maintains risk management information systems, prepares annual reports, and provides expert guidance on indemnification, insurance requirements, and contract language. The role requires strong analytical ability, sound judgment, and the capacity to manage complex, high-impact responsibilities in a dynamic public-sector environment.

The ideal candidate is an experienced risk management professional with strong analytical abilities, a deep understanding of public-sector liability and insurance programs, and a proven ability to operate independently as the City’s technical expert. They excel at evaluating claims and loss trends, administering complex insurance portfolios, reviewing contracts and indemnification language, and developing practical strategies to reduce exposure and improve organizational safety. They communicate clearly, translate technical concepts for diverse audiences, and build effective working relationships with departments, legal counsel, brokers, and vendors. The ideal candidate is highly organized, skilled in project management, proficient with risk management information systems and data tools, and brings a continuous-improvement mindset to modernizing processes and strengthening the City’s overall risk posture.
Minimum And Desirable Qualifications
Senior Risk Analyst
- A bachelor’s degree in finance, public or business administration or a closely related field; OR equivalent related work experience; AND a minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses.
- Experience in a government agency is preferred.
- Possession of certifications such as Associate in Risk Management (ARM) or Certified Safety Professional (CSP) is desirable.
Risk Analyst
- A bachelor’s degree in finance, public or business administration or a closely related field; OR equivalent related work experience; AND a minimum of three (3) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses.
- Experience in a government agency is preferred.
- Possession of or ability to obtain certifications such as Associate in Risk Management (ARM) or Certified Safety Professional (CSP) is desirable.

Video Appraisal Interview
Applicants may complete a self-guided video interview by recording responses to a series of structured questions. There is no live interviewer or proctor; candidates will record their answers independently and submit the videos for evaluation.
Technical Interview
Selected applicants will be invited to participate in a structured technical interview designed to evaluate job-related knowledge, problem-solving abilities, and proficiency in key competencies required for the position. Candidates will respond to a series of standardized questions, and their performance will be assessed using predetermined evaluation criteria to ensure a fair and consistent appraisal process.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List: Once the appraisal is complete, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
