The Economic Development (ED) Manager acts as the division head under the direction of the Community and Economic Development (CED) Director. The position is responsible for the administration and strategic direction of economic development and destination marketing. This includes execution of programs that promote Spokane Valley as a highly desirable travel destination, conference, event hub, and community in which to establish and maintain a successful business.
The ED Manager works collaboratively across all City departments to support economic development goals. They develop strategies and opportunities to grow the City's presence at local and regional events.
The ED Manager partners with local business leaders to create strategies that help facilitate and encourage the expansion and retention of local business. They develop and maintain productive relationships with business leaders and informs City leadership of their activities and possible ways to enhance the business environment of the community. They work with statewide agencies and organizations, including the Department of Commerce to identify funding and programs to assist local business.
They coordinate the implementation of the City's tourism brand to ensure consistent, appropriate and effective use and application. They manage the City's Tourism Promotion Area including updating its annual summary budget and report for City Council presentation and review.
The Economic Development Manager develops strategies to promote signature events in the City that provide year-round activities and entertainment options for residents and visitors that create city "identity" and enhance placemaking. This includes maintaining positive relationships with outside organizations that generate tourism and benefit tourism-related business.
The Economic Development Manager requires graduation from a four-year college or university with a degree in urban planning, economic development, marketing, urban policy, public administration or related field; and, seven years' experience in marketing and economic development, and/or related fields, including a minimum of two years of supervisory experience. An equivalent combination of related education and experience, additional education substituting on a year for year basis for the required experience. Professional certification in economic development, real estate, planning or other related profession is highly desirable.

Qualified candidates will have thorough knowledge of government and community processes, principles and practices of marketing, social media, and program management. Experience in writing grants and managing grants funds. Familiarity with managing consultants including consultant contracts and selection.
