Economic Development Manager
The City of Concord is currently seeking one Economic Development Manager in the Economic Development and Base Reuse Department. The Economic Development Manager will have day-to-day responsibilities to guide and manage the Economic Development activities of the City. Ideal candidates have a strong background in, and knowledge of, the public and private sector considerations that drive business decisions to locate or expand in ways that improve the local economy.

What you will be doing:
This position will focus on increasing the City's profile in the business community, attracting new businesses in growth industries, encouraging private investments and facilitating existing business expansions. This position will carry outreach efforts by implementing targeted marketing campaigns, engaging in one on one business meetings with businesses, commercial real estate brokers and business groups. Along with the Director, the Economic Development Manager will actively participate in regional and state economic development efforts to expand the City’s presence and influence.
We are looking for someone who:
- Possesses a strong foundation in managing public sector economic development programs;
- Is a goal-oriented, flexible, self-starter who has the skill set to work with others creatively to find solutions in a proactive and collaborative manner;
- Has a proven track record in creating and implementing marketing strategies, social media campaigns, and public relations communications;
- Possesses outstanding communication skills – in both verbal and written form;
- Possesses the ability to establish and maintain strong internal and external working relationships;
- Demonstrates a high comfort level interacting with and presenting to a variety of audiences; and
- Has extensive experience leading and participating in collaborative development projects.

SELECTION PROCESS

Having a conviction history does not automatically preclude you from a job with the City of Concord.- Designs, develops, and implements strategies including but not limited to the City's Economic Development Strategic Plan in support of business attraction, business retention, business expansion and development activities.
- Develops marketing and promotional programs to enhance the implementation of economic development activities.
- Participates in the selection and monitors the activities and performance of consultants and program operators (such as non-profit development corporations); administers contracts for the Agency and the City.
- Provides supervision to, and collaborates with, assigned staff.
- Seeks out and secures funding and cooperation from State and Federal sources for economic development projects and programs, and acts as liaison with those agencies.
- Analyzes and interprets market information regarding employment, housing, industries, and finance and their impacts on local economic development activities. Analyzes and interprets economic and business statistics.
- Serves as liaison between property owners, businesses, City officials, and others regarding economic development projects and programs.
- Makes presentations at various meetings including those before the City Council . Provides staff assistance in the preparation of agenda items and background for such meetings.
- Provides written and oral information on the Economic Development Program to interested individuals and groups, and reports on the status of economic development projects and programs; directs and coordinates the compilation of information and its dissemination, including press releases.
- Assists in the preparation and administration of the Economic Development portion of the Agency's budget.
- Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.
- Oversee Successor Agency/Surplus Land disposition and reuse.
- Actively participate in target industry events and network with industry leaders to identify emerging opportunities for business attraction and expansion as well as recruit high-value employers.
- Partner with workforce development agencies, educational institutions, and employers to align training programs with industry needs

Knowledge of public and private sector considerations in making business expansion or location decisions; principles, practices and techniques related to economic development, business financing, employment development and related programs; programs and methods for improving the economic development climate within a municipality similar to the City of Concord; Federal, State and local ordinances, policies and procedures related to economic development; basic administrative, and budgetary principles and practices; principles and techniques related to economic development activities; functions and operations of a municipal government; application of the planning process to development projects.
Ability to plan, organize and administer comprehensive economic development programs; cultivate and maintain positive working relationships with members of the public and community organizations, business leaders, City staff and representatives of other government and economic development agencies; represent the City effectively in professional relationships with business leaders, elected officials, and others; communicate clearly and concisely, orally and in writing; foster a spirit of team work and cooperation in meeting the City's economic development objectives; willing to be cross trained in areas to support Department and Division; interpret and explain City policies and procedures; utilize computer to perform word processing and spreadsheet functions; self-start and meet established deadlines; coordinate multiple projects and meet critical deadlines; work independently and exercise considerable independent judgment in resolving issues.
Education/Experience
Education: Graduation from an accredited college or university with a Bachelor's degree in business or public administration, urban planning, economics, or a closely related field.
