About The Position
The City of Manhattan is seeking a Chief Financial Officer. The Chief Financial Officer is the City’s principal financial strategist and provides leadership, management, and oversight of all financial operations. Reporting to the City Manager, the CFO leads a team responsible for budgeting, accounting, investment management, financial reporting, debt management, and revenue collection.

Strategic Financial Leadership
- Ability to think beyond day-to-day operations and develop forward-looking financial strategies that advance community priorities.
Municipal Finance Expertise
- Demonstrated local government finance experience, including budget development, debt management, treasury and investments, and capital improvement planning.
Collaborative Leadership Style
- Builds trust through listening and partnerships and works collaboratively with City leaders, department directors, and employees.
Clear Communication Skills
- Explains complex financial topics in a clear, approachable way to policymakers, employees, and members of the public.
Organizational Leadership
- Experience building strong teams, empowering staff, and strengthening financial systems and processes.
