The Risk Manager, under limited supervision, performs complex administrative and professional work in directing and carrying out County policies and procedures relating to all risk exposures and related costs. Work involves continually evaluating and monitoring insurable risk and loss exposures of the County and managing the commercial insurance and self-insurance programs for the county consisting of auto and general liability, public officials, law enforcement, bonds,workers' compensation, volunteer, accident, crime, cyber, and property insurance coverage; developing and/or coordinating programs and policies related to Claim Management, Rehabilitation, Risk Analysis and Mitigation, and Insurance Management. Employee is responsible for interpreting existing or writing procedures; addressing concerns; and acting as liaison to outside organizations and agencies involved in County matters related to risk and insurance programs. Employee must exercise considerable initiative, discretion, and independent judgment in ensuring proper administration of the insurance and risk program. Employee has frequent contact with employees, citizens, elected officials and representatives of outside agencies and organizations.
Consults with directors, managers and supervisors to keep informed of various aspects of current and planned operations and services to identify those activities, conditions or situations which may create a risk of loss of property or injury.
Analyzes and evaluates such risks to determine their significance to the economic welfare of the County and the extent to which they can be eliminated or minimized.
Maintains records of County risk exposures to include fleet, property, and inland-marine.
Provides updated schedules to the insurance carriers monthly or as needed.
Determines and recommends the appropriate risk management technique to transfer or reduce risk to the County by retention, self-insurance or purchase of insurance.
Evaluates and recommends insurance carriers, agents, brokers or other third-party vendors providing risk management services or products to the County.
Negotiates insurance program coverage, retention or deductibles and premiums along with essential services required by the County to obtain the most favorable pricing and contract terms available in the market.
Reviews insurance policy terms and conditions which fit the needs of the County including special endorsements. Maintains records of all insurance contracts provided throughout the County.
Reviews insurance policy terms and conditions as they relate to the County’s interests in the Catawba River Water Supply Project.
Establishes a timetable for insurance policy renewals and objectives to be accomplished.
Reviews proposal submissions for compliance with specifications and secures County Manager approval of purchases.
Briefs the risk management committee regarding specific insurance related questions, the risk management program, objectives and goals.
Arranges for and coordinates scheduling of insurance inspections with directors and supervisors, as required.
Provides information, supervises, analyzes and administers preparation of risk management budget.
Develops and coordinates policies and procedures and evaluates these procedures on an annual basis to include Vehicle Use Policy, and Emergency Response Plans.
Reviews motor vehicle reports as needed. Prepares Probationary letters and Suspensions as required by the Vehicle Use Policy.
Works with insurance auditors on Workers’ Compensation premium audit or other insurance audits as required.
Participates in Root Cause Analysis evaluations if applicable.
Maintains OSHA 300, 301, and 300A reports. Reports claims annually to OSHA.
Participates in monthly Orientation to present Risk Management function.
Serves as the county liaison on general liability, property loss, and workers’ compensation claims, internally for county employees, and externally for citizens.
Coordinates with Legal Division and/or outside counsel on Risk Management claims involving potential litigation issues.
Investigates all claims involving employee injury, third party claims, and property damage.
Coordinates claims reported to insurance carrier or third-party administrator.
Negotiates claims as necessary within self-insured retention or deductible.
Provides training on a variety of risk related topics.
Reviews contracts to determine risk exposures and insurance needs.
Manages all administrative functions of the risk management program including review of certificates of insurance.
Evaluates and provides monthly updates for approved vendors.
Prepares a Quarterly Risk Management Report summarizing the risk management program, its objectives and accomplishments for the risk management committee.
Provides annual updates to Directors and the Sheriff to review their business units’ activities as it relates to risk management.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s Degree from an accredited university in Business Administration, Risk Management, or Finance, and five (5) years of progressive experience with the management of insured and self-funded risk and related costs, insurance policies, and occupational health programs; or equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Special Requirements:
Afterhours and/or weekend work may be required.
PREFERRED QUALIFICATIONS
Education and Experience:
Bachelor’s Degree from an accredited university in Business Administration, Risk Management, or Finance, and seven (7) years of progressively responsible experience with the management of insured and self-funded risk and related costs, insurance policies, and occupational health programs; or equivalent combination of education and experience.
Licenses or Certifications:
Designation as a Chartered Property Casualty Underwriter (CPCU), Associate in Risk Management (ARM), or Associate in Claims (AIC) by the Insurance Institute of America preferred.
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, printers, copiers, facsimile machines, calculators, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
