Hiring Range: $63,444.00 - $76,132.00
Closing Date: Open until filled with initial review of applications beginning on June 22nd.
General Statement Of Duties
This position performs technical and supervisory work in the tax listing and assessing of business and personal property. Position requires approximately 40 hours of work per workweek.
Duties And Responsibilities
To successfully perform this position, an individual
must be able to perform the following:
- Oversees, manages, leads, and coordinates the operations of the Tax Department's property listing division, including the management of its facility, resources, equipment, and staff
- Oversees the listing and assessment of all personal and business personal property including in-house audits; verifies the trend schedule used and the asset being valued; and identifies and attempts to resolve any issues or mistakes
- Effectively communicates (orally and in writing) with the municipal tax officer and their representatives; coordinates closely with the municipal tax officer and their representatives regarding billing, adjustments, and situs issues
- Oversees the North Carolina Vehicle Tax System ("NCVTS"), running monthly reports from the Division of Motor Vehicles regarding permanent tags, corrections, and vehicle valuations
- Coordinates with external audit firms and their representatives for business personal property, reviewing findings and discovering listed or under-listed property values
- Reviews the Department of Revenue's list of Public Service Companies in Burke County, creating tax bills as necessary
- Interacts with and assists the general public and taxpayers via telephone, email, or in person to provide support, information, and assistance concerning assessments, valuations, and the operations of the Tax Department's property listing division
- Trains and supervises the Tax Department's property listing division's staff
- Maintains knowledge of and enforces North Carolina statutes regarding the assessment of business and personal property
- Performs other duties as required or assigned
Required Education And Experience
- Bachelor’s degree in accounting, Business Administration, or another related field
- At least three (3) years of experience working in tax offices providing the necessary knowledge and skill to perform the duties of this job
Special Requirements (upon Hire, Unless Otherwise Indicated)
- Valid North Carolina Driver's License
- Tax Listing and Assessing Class from the North Carolina Department of Revenue ("DOR")
- DOR County Personal Property Appraiser Certification (within 1 year of hire)
- IAAO Course 500 Assessment of Personal Property (within 2 years of hire)
Physical Requirements, Working Conditions, And Occupational Exposures
- Standard vision requirements, with or without corrective lenses
- Occasionally spends time standing, walking, reaching with hands and arms, and pushing or pulling
- Frequently lifts up to ten (10) pounds
- Frequently spends time sitting, speaking or hearing, and using hands or fingers to handle, feel, type, or text
- Subjected to considerable mental effort and potential stressful situations during day to day operations
Required Skills/Abilities
- Proficient in spoken and written English
- Ability to express and exchange ideas through verbal communication
- Ability to recognize information at normal spoken word levels
- Must be able to observe general surroundings and activities
- Ability to prepare and analyze written or computer data
- Ability to operate and use systems, technologies, and machines required to perform duties of this position
- Strong analytical, decision-making, and problem-solving skills
- Ability to select, evaluate, and interpret data from several sources, such as guidelines, policies, and procedures
- Demonstrates verbal and written communication and interpersonal skills
- Demonstrates organizational and time management skills
