**General Summary**
The Storm Water Systems Manager will manage and direct the City of
Maricopa\'s flood loss reduction activities including flood plain
management and administration, enforcement of the floodplain ordinance,
updatingflood maps, plans,and policiesof thecommunity, andanyof the
activities related to administration of the National Flood Insurance
Program. This position is responsible for the operation, maintenance and
repair of storm drain infrastructure, capital constructionof newdrainage
infrastructure,and regulatory compliance ofstormwaterprograms.
Responsibilitiesentail accountability based on measurable cost-effective
resultsfor thesubstance, efficiency, productivity and
qualityofactivities performed within assigned division.
**Essential Duties & Responsibilities**

- Plans, coordinates, and directsallfacets of storm water facility
construction for the City (i.e. new development plan review and
construction, regional flood mitigation projects, etc.).
- Develops and administers storm watercapital improvement projects
andstorm water permit compliance plans,contracts andbudgets.
- Prepareslong-rangeplansthat
includefinancialanalysisandprojectreview.
- Providescomplianceassurancewithallstormwaterregulationsandpermitrequirements.
- Coordinatesfloodplainmanagementprogram.
- Establishes objectives, plansand evaluates operationsand theoverall
effectiveness of the storm water services.
- Advises City Manager, department heads and other officials on Storm
Water Drainage System planning policies; provides information and
interpretation of codes andregulations regarding development issues.
- Manages and prepares an annual operating budget; monitors and/or
approves expenditures of theStormwater budget;seeksgrantfunds.
thepotentialforastormwaterutilityandoverallstormwatermanagement
program for thecity.
- Manages implementation of Illicit Discharge ordinance, compliance
assurance and enforcement.
- Performsfieldwork,surveysandsiteinspections;directsandreviewsengineeringworkin
theconstruction, maintenance andrepair of municipal Storm Water
Drainage System.
- Providestechnicalinformationandinterpretationtothegeneralpublic,developers,
permitting agencies, consultants, contractors and other Citystaff.
- Maintainsactivecommunicationwithcontractors,engineers,surveyors,government
agenciesandthe general publicforanyengineering, surveying or
construction issues.
- Develop andimplement a plantoassumethe Flood
PlainAdministrationresponsibilities from Pinal County Flood Control.
- DevelopandimplementaplantoincorporatethedutiesandfunctionsofMaricopa
CountyFloodControlDistrictintotheCityofMaricopa.
- Coordinatesthedivision\'semergencyservices,responsesandenvironmentalmanagement
program.
- Monitorstheworkofstaffforconformancewithcityanddivisionpoliciesandpracticesandaidswhenproblemsarise.
- May takeon other CIPprojects related to road, bridgeand/or facility
construction based on available capacity.

- SUPERVISORYRESPONSIBILITIES**\
- This position maysupervise assigned field operations personnel in
the Storm Waterdivisionand is responsiblefor the
overalldirection,coordination, performance and evaluation of the
division.
- Carriesout supervisory responsibilitiesin accordance with the
organization\'spolicies and applicablelaws.
- Responsibilitiesinclude interviewing, hiring, and trainingemployees;
planning, assigning, and directing work; appraising performance;

**Minimum and Preferred Entrance Qualifications**
**Education and Experience**
- Bachelor\'sdegreefromanaccreditedcollegeoruniversitywithmajorincivilengineering
or related field.
- Five(5)toten(10)years\'experienceinconstruction,
maintenanceandmaintenance of stormwaterfacilitiesor
relatedfacilitiesandconsiderable managerial experience and/or
training; or equivalent combination ofeducation and experience.
