The Congressional Office for International Leadership (COIL) is one of 12 support agencies in the Legislative Branch, working directly for Congress. It administers an exchange program for former countries of the Soviet Union (with Russia and Belarus currently under suspension), the Baltics, the Balkans, and Central Europe[1] and for 14 countries of the Indo-Pacific region covered under the Blue Pacific Act[2].
COIL seeks a part-time, mostly off-site contractor to manage our grants program. The individual will coordinate the overall grants management function, including, but not limited to, initiating and maintaining contact with COIL’s national grantees, assisting them with budget formulation, and preparing forms and other financial documents that are part of the grant.
Other duties include completing the grant award processing for each national grantee; establishing and maintaining contacts within each grantee organization to ensure timely and accurate reporting; monitoring cost share reporting and creating grantee profiles for COIL’s program managers and other staff; and creating a summary report for use in the annual budget justification and testimony to Congress.

If you are a retired federal or non-federal financial/accounting/budget manager or grants officer, this job may interest you. The work will require anywhere from 10-16 hours per week, and working on-site is not required; however, the incumbent would need to come in initially to become familiar with the team and the work of COIL. The agency occupies space in the Library of Congress and uses its infrastructure services via interagency agreement. COIL would also be able to provide parking as needed.
