Job Summary
This position is located in the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA), Information Technology and Communications Division. The mission of DCHSEMA is to support and coordinate homeland security and emergency management efforts, ensuring that the District of Columbia's all-hazards emergency operations are prepared to protect against, plan for, respond to, and recover from natural and man-made hazards. DCHSEMA assumes the continuity of government during and following major disasters. The mission is accomplished in partnership with District, Federal and regional agencies as well as many private sector organizations.
The position will require the application of professional knowledge and skills in Geographic Information Systems (GIS), cartography and related sciences, and relevant mathematics and statistics to plan, design, research, develop, construct, evaluate and modify GIS and mapping systems, products, and technology.
Duties And Responsibilities
The incumbent will develop required information, including selecting approach and analytical techniques, and provides sound analyses and recommendations, e.g., analysis, application development, database design or other areas specific to GIS projects. Performs complex GIS data maintenance, manipulation, analysis, extraction and generation assignments and data research, investigation and verification. Creates and maintains files of digital data codes and digitizes maps and geographical feature data into various layers.
He/she will monitor and optimizes database performance and tune database operations and generates complex queries and reports. Recommends modifications to database design to maintain/improve network performance and ensures design is adequately documented. Defines systems scope and objectives and determines best approaches for implementation within the technical environment. Develops requirements and specifications for systems that meet business requirements. Evaluates the feasibility of proposed new systems development projects. Advises on the merits of proposed systems development projects. Evaluates alternatives for application development, and recommends actions based on time, cost and quality.
The incumbent will prepare projects and data for archival storage, performs record keeping and inventory documents and files data sources and map files for future reference. Prepares, plans, produces, maintains and updates a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from databases. Uses GIS techniques to represent spatial data, develop and maintains data layers by using GIS tools, CAD tools and relational databases. Performs detailed spatial analysis including notifications, buffering, and zone consolidation. Manipulates images for GIS and enters attribute data pertaining to specific features into a relational database. Incorporates maps, charts, data files, spreadsheet data, documentation and text into reports.
Qualifications And Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Individuals must have IT-related experience demonstrating each of the four competencies listed below:

- Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized Experience
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.
A college degree in information technology, homeland security, emergency management, or any related field
desired. Minimum of four (4) years of experience working in related field is desired, including planning, training, and exercise experience.
Licensures And Certifications Requirements
For the duration of employment, the selected candidate must be able to a maintain a driver’s license to be able to operate a DC government motor vehicle.
Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.
Work Conditions/Environment
Incumbent will generally work in office settings with local travel. The incumbent will work outside and, in the community, potentially requiring extended time standing or walking through seasonal foul weather. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30am - 4:30pm (however hours can vary based on the mission)
Pay Plan, Series and Grade: CS-2210-13 (13-month Term Appointment)
Collective Bargaining Unit: This position is a part of the Collective Bargaining Unit (CBU) and may require you to pay month dues.
Promotion Potential: No Known Promotion Potential
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
