JOB OVERVIEW
The Sergeant at Arms is seeking a Senior IT Manager to join our Enterprise Applications team. In this role, you will lead and manage a dynamic team, overseeing the delivery of critical IT services to the U.S. Senate – specifically focusing on Financial Management systems. You will oversee vendor contracts, collaborate with various stakeholders, and drive the transition and deployment of new technologies.
Role Overview
We are seeking a strategic and results-driven Senior IT Manager to oversee the Financial Systems team within Enterprise Applications. The ideal candidate will have extensive project management experience encompassing the development, implementation, and execution of financial systems. This individual will be responsible for ensuring high performance in delivering IT services, proactively resolving technical challenges, and managing a team of professionals. This includes the management of contractor teams and serving as a Contracting Officer’s Representative (COR). A successful candidate will excel in strategic planning and have proven technical project management experience with an ability to communicate effectively with a wide range of stakeholders.
Key Responsibilities
- Provide leadership and direction to the Financial Systems team, managing personnel, setting priorities, conducting performance evaluations, and ensuring alignment with organizational objectives.
- Oversee large Financial Management System platforms including PeopleSoft Human Capital Management (HCM) and PeopleSoft Financials and Supply Chain Management (FSCM).
- Monitor and evaluate contractor performance, negotiate terms, and ensure adherence to contractual obligations.
- Formulate, update, and maintain the financial system strategic plan and justify additional funding needs; and assist with identifying potential needs including contracts to accommodate work processes and enhancements.
- Develop project plans, schedules, and budget; monitor and review project progress and results to ensure that project objectives are achieved; and oversee the technical proficiency and productivity of vendors supporting enhancements and modernization.
- Coordinate software enhancement services, including project planning, analysis, design, implementation, and operation of financial management systems and internal control systems to meet organizational and user needs.
- Collaborate with internal teams, vendors and stakeholders to address technical challenges and deliver effective IT services.
- Develop and implement policies, procedures, and standards to improve operational efficiency and service delivery.
- Engage in cross-departmental collaboration to support organizational objectives and CIO-led initiatives.
Key Accountabilities/Essential Job Duties
Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across specialized IT domains. Leads diverse IT teams, fostering professional growth, collaboration, and excellence in specialized areas such as UX, product development, software development, business partners, quality assurance, COTS development and vendor management. Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development. Builds and maintains strong relationships with business partners, customers, and vendors, ensuring IT strategies and projects align with stakeholder needs and expectations. Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process optimization, and delivery of high-quality IT services and products. Manages budgeting, financial forecasting, and resource allocation to ensure projects are delivered within budget and contribute to the financial objectives of the organization. Required Work Experience
- Minimum of 5 years of experience in a leadership role within an IT environment, demonstrating proficiency in managing, supervising, and developing professional and technical teams.
Required Special Skills/ Knowledge
- Strong leadership skills to guide and develop diverse IT teams, fostering a culture of innovation and continuous improvement.
- Excellent communication skills for effective collaboration across teams and with stakeholders, ensuring alignment with organizational objectives.
- Fundamental understanding of project management principles to oversee IT projects from conception to completion.
- A solid technical foundation in IT principles, with the ability to oversee a variety of IT functions and adapt to new technologies.
- Ability to contribute to and execute strategic IT plans that support the organization’s goals and adapt to changing business needs.
- Commitment to staying informed about the latest IT trends and best practices, with a willingness to pursue relevant professional development opportunities.

Working Conditions
- Sedentary
- This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
- The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays.
- To meet the needs of the US Senate, the person in this position will be required to work extended hours and outside of normal business hours, which includes but may not be limited to holidays and weekends, as necessary. The person in this position will be required to be on call, or report on-site on a rotation, as needed by SAA.
Desired Qualifications
- Eight (8) to ten (10) years of relevant experience in managing large Financial Systems. Experience with PeopleSoft HCM and FSCM is desired.
- Five (5) years of experience working as a COR for contracts managing vendor teams of at least 5 or more.
- Federal experience is desired.
- Accounting knowledge is desired.
Security Clearance
- This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
- Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
