Summary:
Under limited direction of the Town Administrator, provides leadership and supervision of the Utilities Department and associated staff. Ensures the ongoing development, operations, and maintenance of Town infrastructure for raw water, potable water, non-potable water, wastewater, storm water, and other related facilities.

- Participate in the development and implementation of goals, objectives, policies, procedures, and priorities related to the operation of the Utilities Department
- Supervise, coordinate and review all Utilities Department activities including but not limited to engineering design; development review; land acquisition; construction inspection; capital project management; contract administration; water system operation; storm water system operation; water system operation; raw water acquisition and accounting; wastewater system operation; and other related work
- Provide direction and advice to subordinate supervisors; establish and direct work plans and programs of the Utilities Department
- Resolve work problems and interpret administrative policies to subordinates, other departments and the public
- Determine scope of engineering projects, review plans of private contractors, make technical engineering decisions and establish technical criteria and standards
- Coordinate Department activities with other town departments and outside agencies
- Review and update utility rates and fees
- Serve as a Town representative at meetings and conferences with Town boards and Commissions, department supervisors, public officials, professional organizations, contractors, the Administrator’s Office, private ditch companies, and County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities
- Ensure Town regulatory compliance with all Federal, State, and Local regulatory agencies affecting the Utilities Department
- Gather data and information for budget and department operations, submit budget requests for the Utilities Department, and lead the preparation of the Capital Improvement Plan for the Department
- Prepare correspondence directed to other departments, agencies, and jurisdictions
- Maintain department records, correspondence and special studies
- Respond to difficult citizen inquiries and complaints
- Select, supervise, train and evaluate subordinate staff within Town policies
- Other duties as assigned by the Deputy Town Administrator

- Demonstrated knowledge of the principles and practices of civil engineering as they relate to the design and construction of water distribution and wastewater collection utilities, storm drainage collection and storage utilities, and urban street and public transportation systems improvements
- General knowledge of land surveying principles
- Working knowledge of Colorado land use statutes and practices
- Familiarity with specifications and construction practices for concrete, asphalt, water systems, wastewater systems, storm water systems, and other related practices
- Demonstrated knowledge of best practices in personnel management and supervision
- Ability to efficiently and effectively complete assigned tasks; develop, monitor, and manage large budgets; provide leadership and direction to assigned staff
- Work safely in the field and on active construction sites; develop, read, and understand construction plans and specifications
- Understand, communicate, and carry out oral and written directions
- Solve complex engineering related problems
- Work collaboratively and positively with town staff and the public
- Keep accurate records
- Work independently
- Computer skills: An individual should have a working knowledge of Geographic Information Systems (GIS), Computer Aided Design (CAD) software, and engineering modeling software. Effective working knowledge of Microsoft Office software, especially Excel, or other similar software is necessary for the performance of the essential duties
Education:
Required
- A Bachelor’s Degree in Civil Engineering or a closely related field
Work Experience:
Required
- A minimum of ten years of related experience
- A minimum of five years as a supervisor
Certificates and Licenses:
Required
- A valid Colorado Driver’s License (Class C) is required or must be obtained within 30 days of employment.
Preferred
- Registration as a Professional Engineer in the State of Colorado, or the ability to obtain such registration within six months of hire is desired
