PAY AND BENEFITS
Hourly Pay Range: $27.572979 - $34.743549
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County is seeking an experienced, highly motivated individual to join the Workforce team within Children, Family & Community Connections (CFCC) Division. Working within the Temporary Assistance for Needy Families (TANF) JOBS (Job Opportunities and Basic Skills) program, this position will assist program participants with their self-sufficiency goals. The TANF JOBS Program includes life skills, GED completion, vocational training, career planning, college, job readiness, work experience, direct job placement, JOBS Plus subsidized employment and additional wrap-around services.
The Workforce Specialist (classified as a Job Development Specialist) works with program participants to develop highly customized and client centered employment and training plans. Workforce Specialists possess the ability to work closely with program participants and TANF Family Coaches. They create relationships with education partners and area employers to provide enhanced opportunities for program participants. Workforce specialists are responsible for documenting participant engagement and progress in meeting goals and to adhere to program compliance guidelines.
The ideal candidate will have experience working in structured, formalized employment programs such as the TANF JOBS Program. To be successful in this position candidates will be detail-oriented; computer savvy and efficient in the use of technology, collaborative, able to effectively navigate resources and services, attentive to participant needs and experienced working with individuals experiencing highly stressful life events. Candidates must excel in managing multiple time-sensitive priorities and be able to work both independently and as part of a team.
The best candidates will have experience working with and advocating for individuals with barriers to education and employment. Candidates must demonstrate sensitivity to, and respect for, the diverse populations we serve; have the ability to instill hope in others; have completed some personal reflection and growth in their own equity journey; foster an open and productive work environment; and have previous successful experience as a job developer with the ability to initiate partnerships with the business community on the behalf of the program participants we serve. You will be expected to participate in and support increased diversity and equity within our team, division, department and county.

Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience in vocational, employment/career counseling, case management or related field working with adults. Experience may include:
• coaching and preparing clients for interviews and entry into employment
• contacting/calling on businesses, employers and/or community organizations and making presentations to find employment opportunities for clients
• documenting participant interactions, case plans, progress and challenges on a regular basis
• experience with local, state and federal laws and regulations applicable to employment and training programs and social service programs.
• Proven track record demonstrating initiative and the ability to work independently with limited supervision.
• Experience with using Microsoft Office products (Outlook, Word, Excel)
• Experience verifying program eligibility, case noting and collecting required documentation.
• Experience effectively working with a diverse and vulnerable client population, promoting equity, diversity, and inclusion.

Preferred Special Qualifications/ Transferrable Skills:*
• Experience developing customized employment and career plans (“job-carving”) with clients.
• Experience in translating recommendations from professional evaluations (physical capacities evaluation and neuro-psych evaluation) into a placement negotiated with the employer.
• Experience in job development and proven track record in building a network of employers and business contacts.
• Experience working with individuals experiencing generational poverty.
• Experience delivering services utilizing the principles of Trauma Informed Care.

TYPICAL TASKS
• Establishes and maintains working relationships with employers, industry organizations and public agencies to source job openings and secure employment and training opportunities for clients. This may include making presentations to employers and community organizations and cold calling.
• Develops employment and career plans with clients. Evaluates client's skills, interests, education and work experience to match to potential job openings or training programs. Coordinates career plan with Oregon Department of Human Services (ODHS) staff, partner agencies and CFCC team members.
• Coaches and prepares client for interview and entry into the workforce. Provides assistance with customizing resumes for specific jobs and employers, completing on-line applications, and conducting practice interviews.
• Negotiate, write and monitor work experience, on-the-job training, JOBS Plus agreements with employers. Assist new employers with paperwork associated with hiring CFCC clients including writing job descriptions, completing evaluations and submitting required forms.
• Meets regularly with clients, ODHS staff and partners to coordinate services and provide expertise in career and job development. Works collaboratively with other CFCC team members to coordinate employment opportunities for all clients.
• Documents client meetings in the ODHS system, TRACS, per contract requirements. Provides and explains job log forms to clients and submits attendance reports timely. Completes record-keeping as required by contract.
• Provides case management and retention services for newly employed clients to quickly address issues that may jeopardize a participant's employment.
• Delivers employment related workshops, prepares and updates curriculum, administers occupational and interest assessments, assists clients with identifying and removing barriers to employment.
• Participates in on-going program development including training and assisting team members.
REQUIRED KNOWLEDGE AND SKILLS
Working Knowledge of: Local, state and federal laws and regulations applicable to employment and training programs and social service programs; principles and practices of vocational, career and employment counseling; subsidized and unsubsidized employment and training programs; employment/training contract marketing, preparation and administration; local social service agencies, vocational education organizations and employer groups; needs and problems affecting disadvantaged groups; recordkeeping techniques that are appropriate to the funding source; local labor market demographics and trends.
Skill to: Research training and employment opportunities within the labor market area; negotiate employment/training contracts on behalf of the agency; assist in the development and presentation of job marketing programs; develop employment networks with local agencies and employers; establish solid business relationships with local area employers; interview applicants and assess problems and needs; interpret and apply laws, regulations, policies and program standards; partner with Employment and Training Specialists to match participant skills, goals and interests to employers' needs or training program; prepare and deliver presentations to employers regarding program opportunities; prepare and maintain accurate and concise records using computer word processing, spreadsheet and database software; communicate effectively, both orally and in writing; prepare written reports; maintain statistical and evaluative information used to formulate reports; establish and maintain positive and effective working relationships and communications with County staff, internal and external customers, community partners and funding source agencies.

WORK SCHEDULE
This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Onsite will be required initially for onboarding and one day remote after successful completion of training.
