Supervising Animal Control Officer
Annual Salary Range: $100,000 - $115,000
Placement within this range is dependent on qualifications, experience, and ultimately established by the WEASA Board of Directors.
The West End Animal Services Agency is looking for its first Supervising Animal Control Officer! The West End Animal Services Agency is seeking a well-qualified collaborative leader with experience in Animal Control and Sheltering Services and is a continuous learner of best practices in the animal sheltering industry to join the organization. The West End Animal Services Agency will begin providing animal services July 1, 2025, which include animal control and sheltering services. The Supervising Animal Control Officer plans and oversees the daily activities of the West End Animal Services Agency in Field Services.
Under administrative direction of the Assistant Director of Animal Services, the Supervising Animal Control Officer reviews, plans and supervises the work of Animal Control Officers. The Supervising Animal Control Officer will create a safe and compassionate environment for both humans and animals by building rapport through a community-based approach, engaging the public as well as external and internal stakeholders through customer service, education and the appropriate issuance of citations to promote compliance with local ordinances and state laws in support of animal welfare.
The WEASA Assistant Director of Animal Services will serve as the ultimate hiring authority.
The WEASA is not employed by the City of Ontario nor City of Chino. The successful candidate will be an at-will employee of the West End Animal Services Agency and ultimately they will be appointed by and serve under the WEASA Assistant Director of Animal Services .

Examples Of Essential Functions
- Supervises, schedules, oversees and coordinates the daily activities of animal control officers and animal care staff, dispatchers and clerical staff within an assigned region.
- Assists in planning, organizing, coordinating and administering goals, objectives, policies, and priorities for the Agency.
- Assist management in the planning and development of animal care programs and activities, including identification of animal care objectives and the preparation of policies and procedures.
- Implements and monitors contracts to provide animal control services for other jurisdictions.
- Monitors budget and revenue in assigned unit and prepares budget documents as needed; may prepare and assist in the administration of various grants.
- Evaluate employee performance, coach subordinate staff, encourage skill development and, when appropriate, participate in disciplinary process.
- Selects, trains, and motivates assigned personnel; provides or coordinates staff training; ensures policy and regulations are properly communicated to staff.
- Confers with other agencies and contracting agency representatives on questions regarding matters related to assigned areas of responsibility; negotiates and resolves issues that arise.
- Provides administrative support to the department, such as conducting special projects, reports, or compiling statistics; compiles and maintains posts, files, as well as a variety of records and reports relating to assigned programs.
- Takes charge of or oversees investigations of difficult and/or important/complex criminal cases including misdemeanors and/or felonies.
- May appear in court and give evidence or testimony in connection with cases handled by the Agency.
- Interprets ordinances, State statutes, regulations, and Agency and County policies for staff and public.
- Responds to animal related emergencies; subject to call out 24 hours a day by police and fire departments to render assistance in emergency situations.
- Composes, types, formats, and proofreads a wide variety of reports, letters, and memoranda.
- Performs other duties as assigned.

- Operations, services, activities of an animal services program including animal shelter, animal control field operations, kennel operations, and volunteer program.
- Principles and practices of employee and volunteer supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
- Principles of animal behavior and care.
- Principles, practices, and procedures related to disaster preparedness, emergency operations, public safety administration, and special event coordination.
- Basic budgetary policies and procedures.
- Occupational hazards and standard safety practices necessary in animal services.

Qualification Guidelines
Educational Requirements
Equivalent to completion of the twelfth (12th) grade.
Experience Requirements
Three (3) years of experience at the level of an Animal Control Officer or Humane Officer in a public agency or humane society.
Licenses
Individuals must be physically capable of operating a motor vehicle safely and possess a valid Class C California Driver's License OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations which may or may not be reachable by public transportation. This requirement applies at time of appointment and throughout employment in this classification.
Certificates
- Must be able to obtain a certificate of successful completion for a California Police Officer Standards and Training (POST) Course, Penal Code 832 Laws of Arrest, within six (6) months of employment.
- Must successfully complete training in compliance with California Business and Professions Code Â
- 4827(d) in order to obtain a certificate to perform humane euthanasia in the state of California, within six (6) months of employment.
Special Requirements
- This position requires the ability to work in a standard office environment with continuous upward and downward flexion of the neck.
- Frequently sitting, repetitive use of hands to operate computers, printers and copiers.
- Occasional walking, standing, bending and twisting of neck, bending and twisting of waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of files weighing up to 25 pounds.
- Some exposure to cold, heat, noise, outdoors, confining work space, and chemicals;
- Ability to travel to different sites and locations; ability to attend evening and weekend meetings;
