3-day weekends Friday - Sunday OR Saturday - Monday

Position Overview:
Under direction of the Director of Community Development, plans, directs and manages the operations of the Planning, Urban Design and Neighborhoods Division. Performs technical planning work involving the administration, negotiation, research, analysis, and public conveyance of planning, zoning, general plan and land use development issues. Provides information and recommendation to developers, design professionals, and general public. Enforces all development ordinances and codes. Oversees the on-going updates and revisions to the Comprehensive Plan.
Essential Job Functions
Directs, coordinates, monitors and controls overall division projects and operations; prepares and approves work plans for division; hires, trains and evaluates the performance of employees; manages and participates in the development and administration of division budget. Resolves conflicts and issues; negotiates technical agreements with developers and ensures compliance with the City's development policies and design expectations.
Participates in a continual dialogue with property owners, developers, engineers, and contractors regarding policy and procedural issues, land use applications, general municipal planning programs, projects and functions. Explores methods for improving the planning process by developing innovative plans and programs and makes recommendations for adoption/amendments to development related codes.
Manages special projects and functions by conducting long-term and short-term studies, developing and overseeing community surveys, administering community development activities and developing procedures to improve the efficiency and effectiveness of planning services, projects and activities. Responsible for the administration and development of the City Academy to familiarize citizens with the services and functions of city governance. Leads city’s participation in regional Neighborhood Summit and other cooperative efforts to support and engage and develop neighborhood leadership. Supports planning and project delivery for the Community Development Block Grant program. Pursues and manages grant funding in support of departmental goals and projects. Provides analysis of proposals, preparation of staff reports/presentations and recommendations to Planning Commission, City Council and other assigned boards and commissions.
Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
Graduate from an accredited college or university with a Bachelor's degree in Urban Planning, Geography or closely related field. Master's degree is preferred. Four years of progressively responsible experience in municipal planning. Two years of planning/zoning lead or supervisory experience required.
Other Requirements
Valid Texas Class "C" Driver’s License. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to city policy.
Membership in the American Institute of Certified Planners (AICP) is desirable. Must be able to attend various evening meetings such as Zoning Board of Adjustments, Planning & Zoning Commission and other required meetings.
