Summary
Responsible for managing the Street Department’s safety program and initiatives designed to protect the safety of employees and the public. Manage all aspects of safety to mitigate risks, protect employees, reduce the incidents of damage and loss to city assets, and protect all other city interests. Responsible for promoting an organization culture that prioritizes safety in all aspects of department work activities. Plans, designs, and implements safety initiatives that produce actionable results to advance safety culture. Advances safety through strategic planning, data analysis, education, leadership, engagement, innovation, technology, and policy. Performs highly complex administrative and professional work. May supervise assigned staff as directed.
Essential Duties and Responsibilities include the following.
- Acts as department safety program administrator, ensuring the program is designed to protect the safety of employees and the public, institute preventive measures, ensure regulatory compliance, and mitigate risk to the city through reduced exposures, claims and incidents.
- Manages CDL compliance for all department license holders as promulgated by federal, state and city requirements.
- Takes a lead role in strategic planning for the department’s safety program; develops, implements, and monitors goals, priorities and objectives designed to improve safety awareness, culture, and responsibility in the department, with special emphasis on continuous improvement to maximize the quality of the safety program
- Develops and manages annual budget for the department’s safety program; forecasts and projects funding needed for various resources that support the department’s safety program
- Establishes, compiles and analyzes various safety-related data, trends, metrics and performance indicators; prepare various graphical or illustrative materials to assess the state of the department’s safety program and drive decision-making
- Responsible for sourcing and coordination with vendors who provide goods, assets and services to support the safety program; monitors vendor performance and compliance with contract terms, reviews/approves invoices, and tracks deliverables received
- Works with supervisors and crew leaders to develop customized work site safety plans that identify hazards, enhance awareness, promote safety compliance, and mitigate risk
- Conducts field safety audits, inspections and surveys to evaluate compliance with safety best practices; prepares written reports of findings and recommendations for corrective or preventive measures with appropriate follow-up to confirm satisfactory implementation
- Responsible for crafting policies, guidelines, procedures and standards governing the administration of the department’s safety program and supporting initiatives
- Frequently interfaces with department staff for safety-related consultation in the office and on work sites; demonstrates exemplary leadership qualities to enlist employee partnership in building a robust department safety culture
- Conducts post-accident investigations and prepares reports identifying probable causes, ensuring unsafe actions are addressed through corrective measures.
- Serve as department’s health and Commit to Wellness (C2W) liaison to the Human Resources Department.
- Manage issuance of personal protective equipment and uniform apparel to staff in accordance with department policies and budgetary constraints.
- Plans, develops, and implements in-classroom and onsite safety training and education tools for department staff to enhance worksite safety practices.
- Frequently interacts with customers to facilitate timely resolution of issues, complaints, or concerns.
- Cultivate partnerships that promote and advance best practices for the department’s safety program through collaboration with other city departments, outside agencies and relevant professional organizations.
- Administer the department’s telematics program; regularly monitors, identifies, and reports trends and behaviors that require safety response or action. Coordinates with the Fleet Department for all administrative and troubleshooting-related activities for the program
- Provide support to the department director on general, ad hoc, and special administrative and operational assignments or projects.
- Participate in coordinated response to natural disasters, critical incidents, and other emergencies outside of normally scheduled work hours.
Minimum Qualifications
- Bachelor degree in Occupational Health and Safety, Business, Industrial Hygiene, Environmental Science or related field.
- 5 years of progressive responsibility in safety management or risk management
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
- Master’s Degree Public Administration, Business, Environmental Science or a related field.
- 5-8 years of experience in safety management and program administration
- 2 years of supervisory experience
Knowledge, Skills & Abilities:
- Considerable knowledge of health, safety, and environmental (HSE) regulations, standards and practices.
- Considerable knowledge of strategic planning, data collection and analysis methods, and research techniques.
- Knowledge of principles, practices, and methods of accident investigation.
- Knowledge of procedures for public sector procurement of professional and construction services, including cooperative purchasing, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations for Bids (IFBs)
- Knowledge of budget management and administration principles
- Knowledge of public works construction and maintenance operations
- Skill in interpersonal relations, establishing rapport, trust, and effective working relationships with all stakeholders
- Skill in Microsoft Office and operation of a personal computer
- Skill in composing written reports, policies, and maintaining various records using appropriate business writing style.
- Skill in public speaking and delivering presentations to varied audiences

- Ability to work outside of normal work hours to complete time-sensitive work assignments, attend meetings, or respond to city emergencies, as required.
Licenses and Certifications
- Valid Class C Texas driver's license
- Certified Safety Professional (CSP) (preferred)
- First Aid, CPR, AED certified trainer (preferred)
