PAY AND BENEFITS
Annual Pay Range: $97,870.72 - $132,125.30
Hourly Pay Range: $47.053231 - $63.521781
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are seeking an experienced and collaborative leader to join our Transportation Maintenance team in the Department of Transportation & Development (DTD) as an Asset Manager (Classified as Administrative Services Manager). If selected for this position, you will be primarily responsible for planning, coordinating and managing the asset management function for the Transportation Line of Business within DTD. Your main objective will be to build, implement and maintain the asset management model and strategic plan for DTD's transportation assets.
In this dynamic leadership position, primary responsibilities will include planning, organizing, and directing technical staff responsible for ongoing development and implementation of asset management principles and best practices for the organization. The Asset Manager oversees the means and methods for improving, collecting, analyzing and reporting on data used to support complex decision making, using accepted asset management principles and practices; develops and coordinates data management programs related to DTD operations; supports strategic planning and oversees use of specialized software for data collection and reporting. Additionally, the Asset Manager oversees work of staff in documenting business processes and use of continuous improvement processes; recommends tools and technology to enhance productivity, safety and quality; has responsibility for management, planning, budget control, staffing and work standards for the Asset Management Team.
As an Asset Manager for DTD, you will work collaboratively and communicate effectively with a broad range of program stakeholders, including technical and field staff, senior management, and partner organizations. This is an opportunity for you to exhibit strong leadership skills, as well as thorough knowledge of principles and practices of strengths-based team building, project management, data management, and data-driven analysis and risk assessment.
Asset Management is a structured, collaborative approach to optimizing the life-cycle cost of asset ownership. It focuses on meeting expected levels of service through sound fiscal planning and management in the acquisition, maintenance, upgrade, operation, and replacement of assets. An Asset Management program provides a strategic approach that maximizes the function and effectiveness of the customer's investments. It combines the disciplines of engineering, planning, finance, GIS/Information services, operations, maintenance, records, and the application of best management practices. To that end, we are searching for an individual, who is motivated to promote and foster a collaborative, partnership-focused environment for a highly functional team with a strong focus on core values and innovative solutions, demonstrating strong interpersonal, communication and organizational skills that will allow us to maintain, develop and enhance our operations.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of seven (7) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
• A minimum of two (2) years of the above experience must have been in a lead or program management role (Lead work experience includes leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training)
• A minimum of two (2) years of planning and management in the acquisition, maintenance, upgrade, operation, or replacement of assets
• Experience working with computerized maintenance management systems and GIS
• A minimum of two (2) years of project management experience
• A minimum of two (2) years of data management experience, including experience in the analysis and interpretation of data
• Experience with procurement in a public sector setting
• Strong verbal and written communication skills with ability to adapt level of communication as needed based upon the audience
Preferred Special Qualifications/ Transferrable Skills:*
• Supervisory experience (Supervisory experience includes assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance deficiencies and recommending corrective actions)
• Experience leading a high functioning team
• Experience working on a complex transportation network, including managing asset inventories, condition assessments and prioritizing renewal and replacement projects
• Experience with managing employee performance in a government or union environment
• Experience in a leadership role that included responsibilities of working with staff on professional development
Pre-Employment Requirements:
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
• Implements, monitors, evaluates, and updates DTD's Transportation Asset Management Strategic Plan.
• Conducts day to day coordination and oversight of DTD's monitoring of the reliability and performance of transportation assets including but not limited to roads, bridges, traffic signals, sidewalks, and storm drainage. Develops guides, standards, and inspection procedures for the collection of condition data into the asset inventory database and for reporting of performance and condition data. Plans, directs, coordinates, and reviews work plans for assigned staff.
• Analyzes and interprets data for use in asset prioritization, project development, and lifecycle planning. Provides recommendations in prioritizing rehabilitation projects that can cost effectively extend the useful life of an asset. Develops and recommends life cycle budgets for all DTD transportation assets
• Coordinates with the Transportation Operations Manager to identify appropriate performance standards, maintenance requirements, and replacement/repair costs and schedules and make adjustments as needed.
• Coordinates the integration of transportation related activities and processes within DTD into an Asset Management Model. Participates in staff review of preliminary and final design plans and specifications for DTD transportation projects to ensure that new facilities are designed and constructed for proper and efficient operations and maintenance activities.
• Hires and directs supervisory, professional and technical staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments; motivates employees to provide quality service to citizens.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
