Office Specialist 2:
Annual Pay Range: $24.145530 - $30.506877
Hourly Pay Range: $50,222.70 - $63,454.30
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Health Centers Division is seeking an Office Specialist 2 to join our team at the Lake Road Health Centers Clinic located in the Milwaukie area. The Office Specialist plays a key role year-round, supporting clinical operations in a complex clerical capacity. Responsibilities include registering new clients, verifying insurance benefits, answering and directing phone calls, scheduling appointments, processing data requests from clinicians, and performing other office-related tasks as assigned.
The ideal candidate will be detail-oriented and customer service-driven. This position requires flexibility, attention to detail, and excellent communication skills when interacting with both staff and clients, whether over the phone or in person.

Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of two (2) years of relevant experience in office support or similar role that would provide the required knowledge and skills to perform the duties of the job
• Experience in positions providing exceptional customer service
• Experience in positions providing accurate data entry
• Experience in positions handling a high volume of calls and greeting walk-in visitors
• Experience in positions using standard office equipment (telephone, fax machine, copy machine, computer, etc.)
• Experience working in a front desk or receptionist capacity
• Strong verbal and written communication skills, including the ability to communicate well with members of diverse populations
• Ability to maintain composure in stressful situations when dealing with a variety of people
Preferred Special Qualifications/ Transferrable Skills:*
• Experience working in an environment with the focus of supporting mentally ill individuals or those who experience substance use disorders
• Experience working within a primary care and/or behavioral health setting
• Two (2) or more years experience providing customer service
• Two (2) or more years in data entry experience
• Two (2) or more years experience in a front desk or receptionist capacity
• Experience providing support with client intake and registration processes including verification of insurance benefits
• Experience working in EPIC or similar health record software programs
• Experience working in the OpenFit database program
• Bilingual English/Spanish proficiency

TYPICAL TASKS
• Registering new clients for behavioral health services, including verifying insurance benefits and entering demographic, financial, and insurance information. Provide an explanation of the intake process, financial sliding fee scale, or patient responsibility portion of fees. Schedule clients in the EMR system.
• Check in clients. Verify demographic information, primary care provider (PCP), emergency contact, and health insurance details. Collect fees and issue receipts if needed. Notify mental health providers of the client's arrival. Register clients in the OpenFit database.
• Sending and managing faxes. Send faxes on behalf of staff working remotely. Sort incoming faxes and distribute them to the appropriate staff via RighFax.
• Assembling intake packets. Prepare intake folders by organizing several documents, resource cards, and information. Ensure the correct documents are included, accounting for different age group and language requirements.
• Photocopying materials for new client intake packets or staff requests. May involve troubleshooting copier jams or other errors.
• Printing and mailing correspondence to clients on behalf of staff, including mailing workbooks for group clients.
• Answering telephones. Schedule or cancel appointments in the EMR system. If a client is on a suicide prevention pathway, notify the provider and supervisor group of any cancellations. Problem-solve and screen requests to direct calls to the appropriate party. This may include emailing staff with information clients want to share but do not leave in their own voicemail or addressing concerns clients express. Provide referrals to other agencies/departments, such as Social Services, Public Health, or community resources.
REQUIRED KNOWLEDGE AND SKILLS
Considerable knowledge of: Accepted office practices, procedures and techniques; Basic English composition, spelling, grammar and punctuation; arithmetic, clerical/accounting principles and processes.
Some knowledge of: Techniques of supervision and training; concepts and techniques of prioritizing, organizing work; applicable program policies and procedures and/or rules, regulations and statutes depending upon assignment of duties and responsibilities.
Working knowledge of: Office equipment, including computers and software programs and their functions/capabilities.
Skill to: Independently, accurately and effectively perform assigned tasks and duties following established procedures and program policies; establish and maintain effective working relationships with the public, staff, clients, and other personnel of other businesses in a courteous, professional manner; communicate effectively, both orally and in writing; effectively accomplish a variety of duties with competing priorities; apply related principles, policies and procedures to specific work assignments; skillfully operate office equipment and computer software; type at a speed necessary for successful job performance; teach other staff particular work assignments and the operation of office equipment.
WORKING CONDITIONS
Duties may include contact with individuals from varied socioeconomic groups, or individuals who are hostile and/or emotionally distressed and in need of Clackamas County services.
WORK SCHEDULE
This position works 40 hours (8 hour days 5 days a week) during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
