PAY AND BENEFITS
Annual Pay Range: $118,961.90 - $160,599.19
Hourly Pay Range: $57.193219 - $77.211151
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Senior Housing & Development Manager.

JOB DETAILS AND QUALIFICATIONS
Clackamas County seeks a Deputy Director for the Housing Authority of Clackamas County (HACC), a Moving-to-Work housing authority within the Housing & Community Development Division of Clackamas County's Department of Health, Housing, and Human Services Department. The Deputy Director leads the work of providing affordable housing and rent assistance in our community with federal, state, regional, and local funds. This is an exciting opportunity for an experienced, collaborative leader passionate about community impact, affordable housing, and innovative program management.
As the Deputy Director, you will be the driving force behind HACC's day-to-day operations. The Deputy Director oversees critical HACC programs and services, such as federal and local rent assistance, resident services, asset and property management, and supportive housing programs. You will also collaborate closely with the Deputy Director of Housing Services to implement the continuum of housing and supportive services seamlessly.
You will play a pivotal role in planning and repositioning affordable housing projects, working to enhance the community through thoughtful asset management and innovative housing solutions, and providing long-term rent assistance in our community. Additionally, your role will involve managing the preparation of essential materials and reports, maintaining compliance with federal, state, and local funding requirements, and presenting findings to the Division Director, federal agencies, and the Board of County Commissioners.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of eight (8) years of experience in housing administration, asset management, or a closely related field that would provide the required knowledge and skills to perform the duties of the role.
• At least two (2) years of the experience must have been in a leadership or program management role with supervisory responsibilities
• Proficiency in key concepts related to Equity, Diversity, and Inclusion and commitment to leading with these values
• Experience managing and building consensus among major stakeholders, both internal and external to the organization
• Comprehensive knowledge of the principles and practices of public administration, including organizational development, personnel management, and procurement
• Knowledge and experience related to housing and public housing
• Strong verbal and written communication skills in a leadership role, including the ability to convey complex information to various audiences
Preferred Special Qualifications/ Transferrable Skills:*
• Master's degree in Business Administration, Public Administration, or other relevant fields of study.
• Experience working in a unionized environment, including an understanding of labor relations and personnel issues
• Experience developing or refining strategic plans, developing and refining performance measures, and collecting and analyzing performance data
• Experience in working with elected officials/boards
• Knowledge of process improvement and organizational change management concepts

TYPICAL TASKS
Duties may include but are not limited to the following:
• On behalf of the Division Director, oversees the administration of department programs and activities, rent assistance programs, resident services, property management and maintenance, supportive housing, and related program budgeting; oversees and prepares materials, reports, and supporting documents; and develops systems and controls to improve the quality of business processes.
• Participates as a part of the executive management team in developing strategies and goals to ensure the agency; develops and implements strategic plans and community engagement activities; helps build and design all operations and services in alignment with trauma-informed care practices.
• Supports the development of annual budgets; provides direction to the Finance Team on managing program budgets; recommends budget proposals to the Housing and Community Development Director and H3S executive management; researches alternative funding sources, including preparing and/or approving grant proposals.
• Oversees the development of housing annual reports; presents reports to division and department director, federal agencies, and the Board of Commissioners; reviews and evaluates the performance of programs; ensures quality assurance and service delivery.
• Assists in the planning and development of affordable housing development or acquisition/rehabilitation; assists in developing and implementing the repositioning of the Public Housing Portfolio.
• Hires and directs division management staff to provide quality service to community and staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments; enforces a safe workplace and establishes a constant flow of communications.
• Assists in the development, planning, and implementation of new and revised policies related to the Department and Division goals and objectives; responds to service needs; establishes goals and objectives and supervises the preparation of annual plans; ensures compliance with Federal and State statutes, rules, and regulations in all areas of housing.
• Oversees and assists in developing the division's annual plan and other required documents that require policies and procedures in alignment with Federal, State, County, and other requirements.
• Represents the division to public and private agencies and groups; makes presentations before commissions, boards, and the public; responds to citizen, tenant, city, and landlord concerns regarding program operations on behalf of the Housing and Community Development Director; coordinates division work efforts and objectives with other county departments or divisions.
WORK SCHEDULE
This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
