JOB TITLE: Deputy City Manager of Community Services
REPORTING RELATIONSHIPS: Reports directly to the City Manager
SUMMARY OF FUNCTION
As a member of the City Management Team, the Deputy City Manager of Community Services provides assistance and support to the City Manager in making decisions and recommendations regarding the overall operations of the City. The Deputy City Manager of Community Services provides policy guidance, manages and coordinates administrative activities for the City Manager’s Office, including grant administration, communications, strategic planning, and customer service. Provides leadership and guidance to the organization in the pursuit of the City’s goals and objectives. Oversees assigned programs and administrative support functions, ensuring the effective and efficient completion of department assignments, and fosters cooperative working relationships between City departments.
The Deputy City Manager of Community Services provides administrative oversight over various City departments, and works closely with department directors in coordinating, planning, and directing special projects, and evaluates the operations and projects of various City departments and programs. May be assigned as a temporary supervisor to teams or groups on a project basis.
DESCRIPTION
- Serves as a member of the City’s management team. Assists the City Manager and members of the City management staff in monitoring internal and external issues.
- Provides guidance to department directors in the implementation of governing body and administrative directives.
- Maintains citywide policies and procedures.
- Work closely with staff to ensure continued efforts to work towards the city’s goal of exceptional customer service.
- Works with all City departments to identify opportunities to enhance operations through collaboration, and actively fosters cooperative working relationships between departments.
- Assists in the preparation and execution of the City’s annual operating budget.
- Assist the City Manager with union contract negotiations prior to the expiration of any current existing contract.
- Assists representatives of the City Attorney’s office, outside attorney’s offices and/or third-party administrators who need information and/or direction as to the City’s position in pending lawsuits on settlement negotiations.
- Conducts research/analysis and special projects on an ongoing basis on a variety of budget/management issues to include review of city systems and related operations.
- Assists in the management of municipal operations and the development of short and long range plans.
- Gathers, interprets and prepares data to drive deliberate and efficient decision-making and track progress towards City’s strategic goals. Presents information and recommendations to the City Manager, City Council and management staff.
- Responds to requests for information from the City Manager, elected officials, and other outside agencies.
- Communicates directly with the City Manager, City elected officials, advisory boards, co-workers, the public, and others in a courteous and professional manner both orally and in writing.
- Completes miscellaneous special projects as assigned by the City Manager.
- Advocates for best practices in local government.
- Assists in the preparation of grant documents as required by Federal and State agencies, assists originating departments in finding grant resources and in developing and preparing grant requests, and ensures all grant applications are complete and accurate.
- Analyzes and utilizes best practices in local government when addressing areas in need of process improvement.
KNOWLEDGE SKILLS AND ABILITIES
- Considerable knowledge of the functions, structure and organization of municipal government.
- Able to effectively research, organize and present data.
- Ability to organize and supervise the work of others, and to provide good judgment, initiative and resourcefulness in solving complex problems.
- Ability to work effectively, and uphold a high degree of diplomacy with the public, officials, and employees.
- Ability to communicate effectively in oral and in written communications.
- Skill in preparing and administering municipal budgets.
EDUCATION AND EXPERIENCE
- At least two years of previous administrative experience which includes working with the public, knowledge of departmental organization, regulations, and procedures in municipal government.
- At least two years of experience in a public sector human resources functions preferred but not required.
- A Bachelor’s Degree in Public Administration or Business Administration, or closely related field.
- A Master’s Degree in Public Administration or Business Administration, or closely related field is preferred.
SALARY RANGE
$110,000-$140,000
