The purpose of this classification is to plan, direct and oversee the operations of and staff assigned to the Magistrate Court.
Manages, directs, and evaluates assigned court staff: makes hiring, promotion and termination decisions and/or recommendations; establishes workloads and prioritizes work assignments; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; and ensures staff training in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to judges and County administrators and elected officials; and assists with the revision of procedure manuals as appropriate.
Manages administrative functions of the Cobb County Magistrate Court: directs the flow of cases through the court system; evaluates pending caseloads; develops and implements automated and procedural systems that support effective calendar management; recommends and directs changes to case management procedures; supports judges; and drafts legislation as required.
Develops and implements long- and short-term goals and objectives for the department: develops, recommends, and implements policies and procedures for department operations; monitors and ensures compliance with regulations, policies and procedures; evaluates administrative procedures and processes; identifies problems; implements changes as needed; and communicates with staff from other courts to align court operations with best practices.
Manages department accounting and financial processes: administers accounting, purchasing, payroll, and financial control functions; develops and prepares annual budget; approves or denies specific expenditures; monitors expenditures for compliance with approved budget; identifies and applies for granted funds; and oversees administration of grant funding for various juvenile justice projects.
Develops new and identifies established programs to support court systems: conducts research into effectiveness and efficiency of programs and program delivery; and oversees administration and implementation of services and programs.
Evaluates court system technologies for efficient delivery of information: evaluates, implements and recommends changes to electronic access to court information for attorneys, litigants, government agencies, and/or the general public; ensures compliance with applicable regulations; and oversees records management and retrieval systems.
Represents Magistrate Court in grievances, personnel actions, and federal litigations: prepares and organizes relevant information; develops legal strategies; conducts interviews and prepares witnesses; participates in pre-trial negotiations; and resolves issues through negotiation, arbitration and/or mediation if possible.
Performs other related duties as assigned.
Minimum QualificationsMaster's Degree in Business or Public Administration, or related field required; supplemented by five years of progressively responsible experience in court services to include lead or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Must possess and maintain a valid Driver's License.
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to communicate orally.
Environmental Factors
Performance of essential functions may require exposure to adverse environmental conditions, such as rude/irate customers.
