General Description of Duties

Under limited supervision, this position is responsible for managing County-wide Fleet activities and operations, including the Osceola County’s Fire Rescue and Emergency Services fleet and equipment. Duties include establishing appropriate service and staffing levels; monitoring and evaluating the efficiency and effectiveness of service delivery methods; overseeing the review process for compliance with code and contract requirements; and overseeing and ensuring efficient resources and fiscal management for the division.
Essential Job Functions

- Responsible for the management, planning, organization and implementation of current Fleet Services goals and objectives; coordinates and integrates assigned activities toward achievement of established goals and objectives of the County's strategic plan.
- Develops the management, implementation and control of current Fleet Services budgets which includes funds for replacement of automobiles, light and heavy equipment, trucks, and fire apparatus; ensures all functions and programs within the division operate and perform within established budgetary parameters, to include monitoring expenditures and ensuring sound fiscal control.
- Attends meetings, professional conference, and institutes; attends, participates and/or leads a variety of management, executive and administrative meetings to keep up with trends in Fleet and Fuel services management issues, Federal/State changes and funding concerns.
- Selects, supervises, trains and evaluates Fleet Services personnel either directly or through subordinate supervisors. Partners with Human Resources on employee relations issues; recommends and administers disciplinary actions.
- Develops, prepares, and maintains a variety of critical executive/administrative records and reports.
- Administers the County-wide fleet maintenance program to include Fire Rescue & EMS emergency response vehicles and equipment.
- Plans, directs, organizes, and evaluates the work of the Fleet Services Division including establishing and maintaining productivity standards and quality control on repair work and preventive maintenance programs.
- Oversees the development and maintenance of automated fleet management and fuel systems, which provides data regarding usage, cumulative costs, maintenance and repair of fleet vehicles.
- Develops and implements long range maintenance plans and service level agreements.
- Provides guidance and oversight for developing, implementing and monitoring vendor contracts.
- Oversees procurement and disposition of new and/or replacement of County fire apparatus, vehicles and light/heavy equipment.
- Assists the Fire Rescue & EMS Department executive staff in developing specifications for new vehicles and fire apparatus.
- Oversees and assists in the preparation of specification for the purchasing of County vehicles and light/heavy equipment.
- Oversees procurement, delivery, and allocation of fuel to County fueling sites.
- Oversees departmental inventories, in-house warehouse, county-wide fleet asset management, and equipment.
- Ensures emergency response personnel and equipment is prepared 24/7 for fleet service calls from County Fire Rescue & EMS.
- Coordinates training and safety programs; ensuring compliance with all regulatory agencies, state statutes, and related regulations, training and certifications are kept current and implemented appropriately.
- Serves as liaison for fleet related work developing and maintaining effective and collaborative relationships.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education: Associate’s degree in Automotive Technology, Mechanic and Equipment Maintenance, Fleet Management, or related field, or equivalent vocational certification.
Experience: Seven (7) years of progressively responsible experience in fleet management/leadership. Additional years of experience may be considered in lieu of education.
Experience In The Public Sector Environment Preferred.
MISCELLANEOUS: Must possess and maintain valid Florida Driver's License
Must Possess NIMS training certificates for IS-100, IS-200, IS-700, IS-800, G-300, and G-400 to fulfill emergency response role, or have the ability to attain within 6 months of hire. This is an essential function and must be available during emergency situations.

- Ability to direct and oversee the overall operations of the Fleet Management Section to include managing over 650 pieces of equipment (fire apparatus, light/heavy equipment, vehicles, trailers, boats, etc.).
- Ability to effectively direct and manage a group of entry level staff, skilled professionals, supervisory, and management staff engaged in fleet maintenance and repair operations; ability to foster a team environment by supporting cohesive work relationships and providing effective problem resolution.
- Knowledge of the principles and practices of governmental budgeting planning and management.
- Ability to analyze data and reach logical conclusions; generates and evaluates alternatives, formulate recommendations, and institute effective change.
- Ability to analyze fiscal and administrative problems and determine appropriate actions.
- Skill in writing contracts, agreements, and scopes for materials, equipment and services.
- Knowledge of parts inventory and warehousing methods and procedures, including physical inventories and record keeping procedures.
- Knowledge of relevant state statutes, federal laws and regulations, industry standards and safety procedures as they relate to fleet management operations including Fire Rescue & EMS emergency response vehicles and equipment.
- Knowledge of relevant state statutes, federal laws and regulations, industry standards and safety procedures as they relate to municipal fleet fuel dispensing, storage, and transportation operations.
- Knowledge of standards for inspection, maintenance and testing of in-service emergency vehicles and equipment
- Must have advanced computer skills to include the Microsoft Office Suite (i.e., Word, Excel PowerPoint and Outlook). Must be familiar with and have the ability to utilize specialized fleet management software applications and informational systems. Must have the ability to effectively research information on the internet.
