Summary
Under broad supervision of the Director of Engineering & Utilities, the Civil Engineer applies professional civil engineering knowledge and skills to a variety of engineering projects. The Civil Engineer analyzes and interprets complex engineering, construction, and planning documents in compliance with Town requirements, including review of engineering plans and technical reports for development projects, plats, development plans and utility plans. The Civil Engineer may coordinate internal or external projects with developers, contractors, other municipalities or districts, and Town staff.
Essential Duties and Responsibilities:

- Performs engineering review and evaluation of major, complex project proposals, including submittals and engineering reports for developments, including water, stormwater drainage, roadways, geotechnical, and traffic reports
- Evaluates proposals for annexation, site planning, plats, subdivision plans, landscape plans, trail plans, grading plans, utility plans, roadway plans, and other land use applications; performs water calculations for development water dedications
- Interprets, applies, and enforces the provisions of the Town’s engineering design standards adhering to applicable Federal, State, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures
- Reviews engineering calculations and design; provides technical and professional engineering support services relative to assigned area of responsibility; provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction, as required, including site visits
- Recommends governmental measures affecting land use, public utilities, community facilities, floodplain, and transportation to control and guide community development and urban renewal
- Responds to questions from residents, contractors, or developers either in person or over the phone; provides technical support to other staff members, contractors, developers, and the public; researches files and/or maps upon request from walk-in citizens and developers
- Issues infrastructure, right-of-way, floodplain development, and stormwater quality permits
- Reviews and writes agreements, such as subdivision agreements, annexation agreements, and easement agreements; reviews construction cost estimates for Town and development projects; tracks and authorizes surety reductions and releases following construction acceptance
- Assists in the development or updating of Town ordinances, design criteria, and standards & specifications
- Responsible for contract administration for consultants
- Acts as a project manager on assigned Town capital improvement projects; prepares, edits, and assembles contract documents, bid forms, and specifications for assigned projects
- Analyzes operational data and reports to assure projects are completed on time and on budget
- Prepares cost and materials estimates
- Works closely with the Planning group and all other departments
- Prepares reports, reviews comments, completes correspondence, is capable of delivering a comprehensive presentation of technical information to senior management, Board of Trustees, Town Commissions and the public
- Participates in ongoing training for personal and professional development

- Knowledge of the principles and practices of civil engineering
- Knowledge of personal computers, proficiency in MS Office Suite, experience with CAD, ArcGIS, and Bluebeam applications
- Ability to communicate effectively orally and in writing with developers, contractors, property owners, employees, and the general public
- Ability to research, prepare and analyze technical reports and data
- Ability to establish effective working relationships with developers, consultants, other employees, and other public and private agencies
- Ability to read, analyze and interpret common scientific and technical journals, and legal documents
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
- Ability to effectively present information to public groups, and other public and private agencies
- Ability to work with mathematical concepts such as plane and solid geometry and trigonometry
- Ability to perform civil engineering calculations; ability to define problems, collect data, establish facts, and draw valid conclusions
Education and Experience:
- Bachelor's degree in Civil Engineering or a directly related field from an ABET accredited institution
- Two (2) years of progressively responsible experience and/or training involving civil engineering, design plan review, project management, land surveying, construction inspection and/or any other related field
- A combination of education and experience may be considered
Licenses/Certifications:
- Registration as an Engineer-in-Training (EIT) with the Colorado State Board of Professional Engineers or ability to obtain within 1 year of employment
- Registration as a Professional Engineer (PE) preferred
- Registration as a Certified Floodplain Manager (CFM) preferred
- Valid Colorado Driver License and satisfactory driving record

Work is regularly performed indoors and occasionally outdoors, with exposure to extreme temperatures and all weather conditions, year-round with exposure to any of the following: loud noise, heavy traffic, and some hazardous situations. The noise level in the work environment is usually moderate with times of increased noise.

While performing the duties of this job, the employee is regularly required to sit, and use hands to finger, handle, or feel. The employee is frequently required to reach with hands and arms, stand, walk, bend, stoop, or kneel. On rare occasions, the employee may be required to climb, crawl and balance. The employee must be physically able to operate various motor vehicles. An employee is required to be available and on-call at various hours. Employees must occasionally lift and move up to 50 pounds.
Vision:
Employees must be able to consistently see with near and far acuity, depth perception, color vision, and field vision.
Hearing:
Employees must have the ability to hear, understand, and distinguish speech and other sounds (e.g., machinery, telephones, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in ordinary conversations.
