The Deputy Director of Finance will oversee both the Accounting and Utility Billing Divisions within the Finance team. This role involves managing, coaching, supporting, and developing these two teams. The Deputy Director will also serve as the backup to the Director of Finance and assist with strategic initiatives across the Finance Department.
Work Location: Town Hall (645 Holbrook St, Erie, CO 80516)
- This position is eligible to work remotely 3 days a week and required to work in-office 2 days.
- Please note: Town Hall is currently under renovation, and the Finance team is currently working in a temporary workspace in Town Hall. This is scheduled to last until at least end of November 2025.
Hiring Range: $126,844/annually - $152,213/annually
DUTIES AND RESPONSIBILITIES: The list below is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.
Supervision
Oversight of one or more divisions within the Finance Department. This includes the Accounting and Utility Billing Divisions:
Accounting Division, which is responsible for:
- Managing the monthly and year-end closing, reconciliation, and financial reporting
- Coordinating the annual financial audit and other financial reviews
- Managing the completion of the Annual Comprehensive Financial Report (ACFR)
- Managing capital assets, accounts receivable, and accounts payable
- Processing of payroll and related regulatory reporting
Utility Billing Division, which is responsible for:
- Managing monthly billing cycles and collections
- Customer support and management of utility accounts
- Coordination of services with the Town of Erie Utilities Department and staff
- Supervision of the Budget and Grants Divisions may be required in the absence of the Director.
Departmental Support
- Supervises department personnel directly or through subordinate supervisors as well as hires, rewards, disciplines, promotes and terminates staff employees.
- Assists in the development of the department's operational priorities, goals, objectives, and long-range strategies
- Supports positive department morale and team development
- Represents the department in interactions with other Town staff, Town Council, and members of the public—may step in for director in event of their absence or as needed
- Manages and directs complex financial interdivisional or interdepartmental projects over a wide range of programs
- Advises on and maintains highly effective internal controls
- Contributes to financial policy development and review
- Provides education to Town staff regarding financial policies and procedures
- Provides financial analysis for a variety of Town programs and projects, including internal service funds and fee analysis
- Oversees confidential financial matters on behalf of Finance Director and/or the Town
- Performs special projects, research, analysis or presents on topics, specific matters, upon request of the Director, Town Management, or Council
- Assists with economic development and urban renewal area analysis and projects.
- Participates in the Town’s banking, merchant and treasury functions, including the Town’s investment portfolio
- Acts as a subject matter expert (SME) to assist and collaborate with other departments in the development and implementation of effective financial management systems
- Reviews financial reports and cash flows for accuracy and consistency with activities covered by the report
- Monitors current financial activities for compliance with federal and state requirements and department goals
- Performs the duties and responsibilities of the Finance Director in the Director's absence
- Performs other duties as assigned and required
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Finance, Accounting, or related field AND
- Six years of professional level accounting work to include experience in the public sector with at least four years of supervisory experience.
A combination of education and experience will be considered.
PREFERRED QUALIFICATIONS
- Master’s Degree in Finance, Accounting, or Public Administration
- Certified Public Accountant
