Work Where You Live - The City of Lodi is home to 65,000 residents, ideally located adjacent to Highway 99 and I-5, 34 miles south of Sacramento, 10 miles north of Stockton and 90 miles east of San Francisco. DEFINITION
Under direction, responsible for the supervision of all personnel and operations of a shift or heads a specialized unit such as training; responsible for both emergency and non-emergency activities of several companies; commands emergency response scenes; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
The Fire Battalion Chief is responsible for coordinating the daily operations of on-duty fire suppression personnel, apparatus, and equipment; responsible for acting as on-scene incident commander of responses to fire, rescue, and medical calls.

Duties may include but are not limited to the following:
When assigned to: Battalion Chief (Fire Marshal)
Oversees the Fire Prevention Bureau assigned to the Fire Administration following a 9/80 or 4/10 work schedule;
Has knowledge of the California Fire Code and Building Code. Enforce the Lodi Municipal Code as it pertains to Fire Prevention;
Plans, implements, and coordinates Fire Prevention and protection activities;
Maintain records, prepare reports, and maintain accurate and up-to-date fire protection records and databases.
Build and foster working relationships within the City;
Conduct fire inspections and investigations to identify potential hazards and recommend corrective action. Ensure compliance with all State-mandated inspections;
Conducts a continual community risk reduction assessment and provides recommendations to the Fire Chief on mitigating those risks;
Reviews and evaluates plans and specifications for new construction and renovations to ensure fire safety compliance;
Respond to emergency incidents as needed and provide support and direction during fire suppression activities or other emergencies when requested;
Develop and deliver fire safety education and training programs for the public and local businesses;
Oversee the Fire Department's social media program;
Oversee the Fire Investigations Unit (FIU) and attend FIU regional team meetings;
Maintain membership in professional organizations related to Fire Prevention and related professional discipline, attend workshops, seminars, and other similar activities designed to advance the professional development for the position;
Related work as assigned by the Fire Chief.
When assigned to: Battalion Chief (Fire Suppression)
Assists in the development and implementation of goals, objectives, policies and procedures; interprets policies and procedures and ensures their proper application.
Plans, organizes, assigns, and evaluates the work of staff and shift operational activities; makes staff assignments to fire stations. Supervises Fire Captains and works with them to coordinate the work of a shift.
Serves as Incident Commander at emergency scenes; supervises response to emergency fire, medical aid, hazardous material, rescue, and other situations and directs companies responding to the emergency. Briefs superior officers concerning emergencies, reviews strategy and tactics being employed, and turns over command when relieved.
Coordinates the repair and maintenance of equipment and fire apparatus; monitors changes in equipment and methods and recommends incorporation into department activities.
Provides for the selection of staff; evaluates employee performance and counsels’ employees regarding work performance and procedures; administers discipline, receives and acts on grievances.
Maintains records and prepares periodic and special reports; responsible for maintenance of vacation and holiday records.
Assists the Fire Prevention Division and supervises the assignment of personnel to the shift inspection program; assists with the development and delivery of the department training program.
Participates in public relations and public education programs.
Participates in the Fire Department’s Labor/Management process. May assume the duties and responsibilities of the Fire Administrative Officers in their absence.
Related work as assigned by the Fire Chief.

Knowledge of:
Supervisory principles and practices, including work organization and delegation, training, and evaluation;
Principles, techniques, material, equipment, and strategy and tactics used in fire suppression, investigation, prevention, and incident command; Principles and practices of providing emergency medical response;
Hazardous material and chemical spill response;
Applicable state and federal laws, codes, ordinances and regulations;
Safety practices and precautions pertaining to the work;
The geographical layout of the City and the location of various fire suppression utilities;
Principles of Training.
Ability To

Plan, assign, direct, review, and evaluate the work of others;
Assess emergency incidents and develop, implement, and direct appropriate response strategies;
Develop and conduct classroom and practical training courses and programs;
Render emergency medical care at the basic life support level;

Maintain accurate records and prepare clear and concise reports and other written materials;
Communicate clearly and concisely both orally and in writing.
Education And Experience
Any combination equivalent to education and experience that would likely provide the required knowledge and abilities would be qualifying. A typical combination is:
Education
Associate of Arts degree or equivalent in fire science, business administration, personnel management, or a related field. A Bachelor’s degree in fire science, business administration, personnel management, or a related field from an accredited university or college is highly desirable.
Experience
Two years of full-time experience equivalent to a Fire Captain.
LICENSES AND CERTIFICATES
Possession of the appropriate Commercial Driver’s License with endorsements, as mandated by the California Commercial Vehicle Code.
Certification as an Emergency Medical Technician.
Certification as a State of California Fire Officer or equivalent, Chief Fire Officer certificate preferred.
Other Requirements
Willingness to participate in the Lodi Fire Department Physical Fitness Program.
Highly Desirable Qualifications
Possession of a California State Fire Marshal ICS 1-400
Possession of California State Fire Marshal Fire Inspector I, Fire Inspector II, and Fire Marshal and/or IFSAC or ProBoard Inspector I, II, and Ill.
California State Fire Marshal /CSFM Plans Examiner
National Fire Academy Executive Fire Officer or California State Fire Marshal Chief Fire Officer.
Possession of California State Fire Marshal's three classes in Fire Investigation.
Possession of ICC Certification as Fire Inspector and Plan Checker.
PC832 Arrest and Firearms Certification
Must be actively working on completing California State Fire Marshal course work related to the Fire prevention/Fire Marshal Tract.
2-years of experience of fire prevention experience.
Working Conditions
Must possess strength and stamina sufficient to lift and carry equipment and patients weighing up to 150 pounds and be able to wear self-contained breathing apparatus.
See well enough to drive vehicles, read small print on documents and maps; detect subtle shades of color; hear and speak well enough to communicate over the telephone, radio, and in person; voice clarity to command during emergency operations; verbal skills to be understood orally in person, on the telephone, or the radio; hearing adequate to hear and respond to instructions both in person and on the radio; vision to properly operate equipment and perform firefighting and rescue operations; bodily movement to swiftly climb ladders, and work in confined spaces; meet requirements for wearing safety equipment; use of fingers and hands to write, operate equipment, drive a vehicle, operate a computer keyboard; stamina to perform administrative functions and meet physical and mental demands during an extended emergency.
While performing the duties, employees of this class are regularly required to use written and oral communication skills; read and interpret financial and statistical data, information, and documents; analyze and solve problems; use math and apply mathematical reasoning and abstract statistical concepts; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff, the public, and others encountered in the course of work. Incumbents must be willing to respond to emergencies; attend meetings, seminars, conferences, and schools during or after normal work hours; travel out of town or out of state for several days at a time; wear a uniform when appropriate; work under adverse conditions such as those inherent in emergencies.
Ability to walk, stand, sit, and climb to perform various firefighting/rescue duties: manual dexterity to use tools and equipment; physical strength to operate heavy equipment including firefighting apparatus and rescue equipment, and to lift and carry people with or without the assistance of varying sizes and weights; ability to reach, push, pull, grab and carry equipment of varying sizes and weights.
May be subject to uncomfortable working conditions including exposure to odors, toxic agents, machinery, explosives, dust, noise, and smoke.

Health Benefits
All employees are offered medical insurance for themselves and dependent(s) through CalPERS Medical Plans. Effective January 1, 2023, City shall pay a monthly maximum towards medical premiums as follows:
$771.35 per month for Employee Only
$1,542.71 per month for Employee +1
$2,005.52 per month for Family.
If employee selects a higher cost plan, employee will pay the difference as a payroll deduction.
If an employee elects not to be covered by medical insurance through the City of Lodi, an additional:
$692.81 per month for family
$532.92 for employee + 1 dependent
$305.22 for single
will be added to either the employee's deferred compensation account or cash. In order to qualify for this provision, proof of group insurance must be provided to the City.
The City shall pay the full cost for the employee and their dependents dental premium for the term of this agreement. The City agrees to provide a vision care plan, equivalent to the VSP Plan B, with a $25.00 deductible for the employee and dependents; the entire premium to be paid by City.
Deferred Compensation
A deferred compensation plan is available at the employee's option. The City matches up to 3% of the employee's base salary, subject to Federal Tax laws.
Educational Incentive Pay
Education incentives will be available to eligible employees for specified degrees, Associate of Arts Degree - $50.00 per month if the: a) AA Degree is in Fire Science of related field; b) AA Degree is in a non-related field with a Fire Science Certificate from an accredited institution; c) Employee has AA Degree and is actively pursuing a Bachelor of Arts degree or: Bachelor of Arts Degree - $100.00 per month. If an employee possesses a BA degree, he/she will receive a maximum of $100.00. This incentive is limited to employees hired prior to March 16, 2012.
Education Allowance
Tuition Reimbursement up to $3000 per fiscal year for approved college course work as per the City's policy. In addition to the City policy, individuals enrolling in courses offered by recognized professional organizations which are not accredited through a college or university shall be eligible for up to a maximum of $300 per fiscal year, to be paid upon the satisfactory completion of coursework.
Life Insurance
Employees are provided with term life and accidental death/dismemberment insurance at a benefit rate of $25,000.
Long Term Disability
After a 60 day waiting period, coverage is 66 2/3% of salary, employer covers 100% of premium.
Retirement
California Public Employees' Retirement System (Cal PERS) 3% @ age 50 for "Classic" employees. "New" employees receive retirement formula 2.7% @ 57.
Employees shall pay the employee portion of Retirement as follows:
