Under direction of the Director of Community Development, manages, develops, plans and organizes the City's economic development endeavors, initiatives and efforts; develops and designs economic growth and development projects and programs that support business attraction, business retention, commercial, office and industrial development, development of public facilities and infrastructure, small business development initiatives and other economic development or capital improvement activities; manages development of major economic studies relating to targeted areas, industries, and development programs; assists with the preparation of long-range plans for the City’s economic growth and viability; performs related work as required.
Examples of Duties
- Manages and monitors the City's economic development, and public relations supporting business attraction, retention, expansion, redevelopment, and small business efforts.
- Plans, organizes, assigns, reviews, and participates in major economic development and business attraction and retention projects.
- Identifies, plans and implements programs and initiatives designed to stimulate commercial development in the City.
- Manages, coordinates, monitors and evaluates strategies, programs, and activities to ensure business retention and expansion.
- Manages development of major economic studies relating to targeted areas, industries, and development programs; assists with the preparation of long-range plans and special studies in coordination with City departments and other public agencies.
- Conducts fiscal analysis and economic studies of economic development projects and/or operations.
- Coordinates economic development marketing efforts with the Communications and Marketing Division.
- Conducts special studies; analyzes, prepares, and submits comprehensive reports on comprehensive aspects of assigned programs and projects.
- Identifies and prepares analyses and development of public/private partnership opportunities.
- Prepares and presents grant applications for federal and state loan programs.
- Establishes and maintains liaison with organizations, private business firms, developers, brokers, public agencies, property owners, and the general public to promote and facilitate the planning and execution of economic development activities.
- Presents to legislative bodies, other public agencies, community groups, development associations, potential investors, and other major assemblages regarding the business development process or a specific project activity.
- Responds to public inquiries pertaining to business development in Cerritos.
- Negotiates and administers contracts between the City and business developers; prepares contracts and other related documents between the City and business developers ensuring compliance review of such documents.
- Meets with developers of major projects and appropriate departments to identify and resolve planning needs.
- Coordinates development programs and activities with other City departments.
- Oversees the development and revision of informational materials relative to the City development process.Interact with the executive management team, City Council Members, other City managers and staff from variety of departments, other entities and the public.
- Represents the City with citizen groups, outside agencies and the general public.
- Attends and participates in City Council, commissions, committees, staff and public and private agency meetings as required regarding assigned area of responsibility.
- Makes oral presentations as needed.
- Draft or review staff reports and supporting documents.
- Participates in strategic planning for division activities and develops short- and long-range goals, objectives, policies and priorities.
- Monitors and evaluates efficiency and effectiveness of service delivery methods and procedures while assessing and monitoring workload, administrative and support systems and internal reporting relationships.
- Maintains knowledge of current trends, theory, practices, laws and regulations related to the area of assignment; researches, develops, and implements innovative service and project delivery means.
- Receives, reviews and processes reports and records, including legal property appraisal descriptions, escrows, title reports, construction plans, purchase orders, property rights documents and project schedules.
- Develops staff reports related to assigned activities and services and reviews reports prepared by other staff.
- Selects, manages and motivates personnel including reviewing and evaluating work product, methods, procedures and performance.
- Identifies and enforces requirements for staff certification and/or completion of required training to ensure continued competence in support of evolving program needs; identifies and ensures resolution of deficiencies.
- Provides vision, leadership and management for all matters related to economic development.
- Develops and implements clear and effective goals and objectives consistent with the division's mission in support of City priorities.
- Reviews and evaluates achievements in support of division and City priorities and identify opportunities for improving service delivery methods and procedures.

Minimum Qualifications: Education and Experience
- Education: Bachelor’s degree in Public or Business Administration, Economic Development, Finance, Economics, Environmental Science, or a related field.
- Experience: Four (4) years of increasingly responsible professional experience in Administrative and Management analysis.

Cerritos was incorporated in 1956 as the City of Dairy Valley and officially was named Cerritos in 1967. The City offers top-notch services to residents, businesses and visitors, from its beautiful parks system and Cerritos Senior Center at Pat Nixon Park to its state-of-the-art Library and renowned Cerritos Center for the Performing Arts. ANNUAL VACATION – After 6 months of continuous services, each employee is eligible for a vacation of 6 days. After five years of continuous services and employee is eligible for a vacation of 17 days, with an annual accrual up to a maximum of 22 days.
HOLIDAYS – The City of Cerritos recognizes 11 holidays, plus one floating holiday designated by the employee.
SICK LEAVE – The City provides all paid sick leave. Sick leave with pay for all non-exempt employee shall accrue at the rate of one working day for each full calendar month of the employee's service and any such leave may accrue without limit. At termination, the City will compensate the employee leaving City service for one-half of all accrued sick leave earned.
HEALTH PLANS – All employees and their dependents are provided with a contribution to a comprehensive group health plan. The City will contribute monthly to active employees the cost of PERS Platinum family coverage which can be applied towards any PERS insurance plan.
DENTAL and VISION PLAN – All employees and their dependents are covered through Delta Dental and Vision Services Program (VSP).
RETIREMENT – Retirement benefits are under the provisions of the California Public Employees' Retirement System (PERS). The City does not participate in Social Security. Your PERS benefit may affect your Social Security benefit. For more information please refer to Social Security publications. All employees are subject to the mandatory 1.45% Medicare contribution.
TRAINING AND EDUCATION REIMBURSEMENT – Participation in the City's Educational Reimbursement Program is available to all non-probationary City employees who wish to undertake independent studies to improve their job skills. The City provides $3,500 per year for tuition reimbursement.
LONG-TERM DISABILITY – Employees are provided benefits under a Long-Term Disability Plan after the expiration of an appropriate waiting period.
SHORT-TERM DISABILITY – Employees may purchase benefits under a Short-Term Disability Plan after the expiration of an appropriate waiting period.
CREDIT UNION – Membership with F&A Federal Credit Union is available to all employees.
LIFE INSURANCE – All employees are covered by a term life insurance policy.
NO-SMOKING POLICY – A no-smoking policy has been adopted in all City facilities to promote a health-based, smokeless workplace as part of the City's commitment to a pollution-free environment.
DEFERRED COMPENSATION – The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option incentive as an additional benefit provided and/or available to employees.
